Hansley, City Manager II Subject: Emergency Purchase of Road Salt Date: January 11, 1996 The recent, uncharacteristic snow falls over the mid and eastern U.S. has caused a much higher than normal demand for road salt. This has resulted in the inability of the City's vendor (Morton International) to supply us with sufficient quantities of salt. The City's supply is nearly depleted and should there be additional accumulations in the Central Ohio area tonight through early next week, additional quantities will urgently be needed. Staff has identified another vendor (AKZO - Nobel) who can supply us with salt at a price of $48.91/ton. (Morton International's price under our existing contract is 37.38/ton.) The Service Department has an estimated need for 1,000 tons, which translates into a $48,910 expenditure. Such an expenditure is well above the amount requiring formal competitive bidding and advertising. Therefore, I will be bringing Council emergency legislation at tonight's special meeting of Council waiving fonnal bidding and advertising requirements and authorizing the purchase of the additional ",.. salt. ..... ......
