Form No. 30043 I Ordinance NO'__}_!_~_~~~_mn __ P assed__m___n_ __mm _n_m___m___ _ mn __ __19 _m__ AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR THE MUNICIPAL BUILDING & CARPORT RENOVATION [ PROJECT, DIRECTING THE CITY MANAGER TO EXECUTE A CONTRACT GOVERNING THE COMPLETION OF SAID PROJECT, AND AMENDING THE 1997 ANNUAL APPROPRIATIONS. WHEREAS, after advertising and receiving bids for the Municipal Building Carport & Renovation Project~ and, WHEREAS, Council has also determined that the lowest and best bid for said project is from Gutknecht Construction in the amount of$210,300.00; and WHEREAS, it is necessary to amend the 1997 annual appropriations to provide sufficient funding for the project. NOW THEREFORE BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the bid from Gutknecht Construction in the amount of$21O,300.00 for the renovation of the Dublin Municipal Building & Carport is hereby accepted, . ,.... Section 2, That the City Manager is hereby directed to execute a contract with Gutknecht I Construction governing the completion of said renovations pursuant to the bid documents, .~ plans, and specifications on file in the Division of Human Resources & Procurement. Section 3. That there be appropriated from the unappropriated balance in the Capital Improvements Tax Fund the sum of $270,000.00 to account 40-03-14-2571 to cover the cost of the aforementioned project. Section 4. That this Ordinance is declared to be an emergency measure for the preselVation of the public place, health, safety, or welfare in that the project must be started immediately due to the onset of inclement weather and that the time frame for which the bid is considered valid will expire. Subject: Municipal Building & Carport Renovation Project Date: December 12, 1996 Initiated By: Peter Lenz, Director of Building Standards David L. Harding, Director of Human Resources & Procurement Attached for your consideration, please find Ordinance No, 115-96, accepting the lowest and best bid for the Municipal Building & Carport Renovation Project. As you will recall from the concept plan discussed earlier in 1996, the nature of this project primarily involves converting the carport to professional office space and remodeling certain areas of the Municipal Building to accommodate increased staffing levels and expansion of certain financial and administrative functions. Subsequent to these earlier discussions, the Division of Court Services approached me with a need to modify their office space and such modifications were also incorporated into the project. In addition, the Service Department also asked that painting and carpeting be added to the project for areas of the Municipal Building outside the scope of the original concept plan. Painting and carpeting were subsequently added to the project for these areas. Mr. Lenz then began preparing the plans and specifications in order that the project could be advertised and competitive bids received. Mr. Lenz subsequently opened bids on December 3, 1996 and has come forward with his recommendation that the bid from Gutknecht Construction be accepted in its entirety, - As reflected in the attached bid tabulation, the City received bids from the following contractors: ~ . Gutknecht Construction · Paul Vlack Company · Dorsey Construction Company · Ameriblock When referring to the attached bid tabulation, please note that the "Base Bid" column refers to the complete renovation of the carport and certain areas of the Municipal Building originally identified in the initial concept plan, with the exception of the Council Planning Center~ the "Carpeting" and "Painting" columns pertain to the per unit cost associated with the installation of carpeting not covered in the base bid~ the "Court Office" column relates to the cost of a relatively minor modification to the Court Office at the Justice Center; the "Council Planning Center" column relates to the proposed remodeling of a given area of the Municipal Building specifically for Council' s use~ and the "Aluminum Storefront" column relates to the use of an alternate material for the windows in the carport. ,... It is my understanding that this is due to the fact that detailed specifications were not available for ,...... the renovation of this space and the bid documents were released without such specifications. As soon as these detailed specifications become available, a price will be obtained and the work will be ...... performed through a change order to the Contract. In the final analysis, Mr. Lenz is recommending that the City accept Gutknecht Construction's bid in the amount of$210,300.00, which includes the base bid of$209,700.00, the price for the Court Office modifications in the amount of $4,100.00, and the $3,500.00 deduction for the aluminum storefront on the carport, plus the per unit prices of 4. IS/sq. yd. for carpeting and .55/sq. ft. for painting. (A lump sum cannot be calculated at this time for the latter two items as quantities are currently unknown,) It should be emphasized that Gutknecht Construction has been awarded large construction contracts with the City previously (Municipal Pool and Justice Center) and has performed effectively under these contracts. Please note that Ordinance No. 195-96 contains a provision to amend the 1997 annual appropriations to provide sufficient funding for this project. The 1996 appropriations contained $150,000.00 for this project, but due to the fact that the Ordinance accepting the bid will not be adopted until the January 6, 1997 Council Meeting, these funds cannot rightfully be encumbered in 1996. Therefore, it will be necessary to appropriate the funds again in 1997. Given the $210,300.00 bid price plus the cost of the change order for the Council Planning Center and the cost of carpet installation and painting beyond the base bid component of the project, Staffis recommending that a total of $270,000.00 be appropriated for this project. - Mr. Lenz will be in attendance at Monday night's Council Meeting to answer any questions on the -- specific details involved with the project, If in the interim you have any questions, please contact him.
