AN ORDINANCE ACCEPTING THE LOWEST AND
BEST BID FOR SINGLE AXLE DUMP TRUCKS AND
RELATED EQUIPMENT, AUTHORIZING THE CITY
,... MANAGER TO ENTER INTO A CONTRACT FOR
PROCUREMENT OF SAID EQUIPMENT, AND
DECLARING AN EMERGENCY.

WHEREAS, after conducting formal advertising and competitive bidding procedures for
single axle dump trucks and related equipment; and,
WHEREAS, Council has determined the bid submitted by Center City International for said
equipment, to include the bodies provided by Buckeye Truck Body, constitutes the lowest
and best bid, in the total amount of $171,140.00; and,
WHEREAS, in the interest of preserving the public health, safety, and welfare, Council
desires that these single axle dump trucks and related equipment be purchased in an
expeditious manner; and,
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, '7 of the elected members concurring:
Section 1. That the bid submitted by Center City International for the above referenced
equipment, in the amount of$171,141.00, is hereby accepted.
.... Section 2. That the City Manager is hereby authorized to enter into a contract with Center
City International for the procurement of said equipment as specified above and within said
bidder's bid proposal on file in the Division of Personnel and Purchasing.

Section 3. That this Ordinance is hereby declared to be an emergency measure necessary for
the preservation of the public health, safety, or welfare in that the implementation of the City-
wide snow removal program, as scheduled, requires immediate ordering of the equipment
specified in the Center City International bid. Therefore, this Ordinance shall take effect and
be in force immediately upon passage.

SUBJECT: Single Axle Dump Trucks and Related Equipment Bid

Attached for your consideration please find Ordinance No. 83-96 accepting the lowest and best bid
for single axle dump trucks and related equipment for the Department of Service. Also attached for
your reference is a copy of the bid tabulation.
This bid project involves the purchase of single axle dump trucks and related equipment for the City-
wide snow removal program and other Service Department related activities. Prior to seeking formal
bids for this project, the Department of Service compared and tested single axle dump trucks and
related equipment from a number of manufacturers and developed detailed specifications based on
functionality. The Department of Service, as reflected in the bid documents, allowed for the
consideration and proposal of altemate vehicles which deviated from the detailed specifications. As
reflected in the attached bid tabulation, the City received bid proposals from the following vendors:
· FYDA Freightliner, Inc.
· Center City Intemational
· Byers Chevrolet
All of the vendors identified above submitted altemate bids; none of the bids complied fully with all
elements of the specifications.
While all bids possessed at least some deviations from the specifications, the Department of
- Service, during their evaluation, found that the bid submitted by Byers Chevrolet possessed the
following unacceptable deviations:
. A delivery time of 150-180 days as compared to the 90-120 days specified by the

City.
. Inability to submit a sample 1997 Chevrolet C6500 truck of the same or similar
specification to the truck specified in Byers' bid. Such request is in accordance to the
General Conditions, Instructions and Information to Bidder section of the bid
documents.
. Proposed vehicle lacks an integral front frame extension. Instead, Byers proposed
a front frame extension to be bolted on by a third party.
. Proposed vehicle lacks a right side muffler and vertical cab-mounted tailpipe, right
side. Instead, the bidder proposes a left side horizontal exhaust, creating a hazard
for maintenance persons performing work with the vehicle.
The above referenced deviations are such that Staff cannot recommend acceptance of the Byers'
bid as the lowest and best bid. The Byers' bid is the lowest, but in Staff's judgement, for the reasons
previously noted, it is not the best.

The deviations identified in the FYDA Freightliner, Inc. bid and the Center City International bid were
deemed acceptable based on functionality in connection with the operation of the snow removal
program and other Service Department activities.
The award conditions in the bid documents require that a single award be made on the basis of the
lowest and best bid submitted. In the final analysis, Staff believes that the bid submitted by Center
City International with bodies provided by Buckeye Truck Body is the lowest and best bid. Therefore,
Staff recommends that said bid be accepted.
