Form No. 30043 Ordinance No .nmu___--6b95___ Passednnmmnmm___m_mmnmn ____nm_19n_____ AN ORDINANCE AUTHORIZING THE PURCHASE OF A 1.2 ACRE TRACT OWNED BY EVERETI Lo BLANKENSIDP LOCATED ON THE EAST SIDE OF COFFMAN ROAD, IN THE CITY OF DUBLIN, APPROPRIATING FUNDS THEREFOR AND DECLARING AN EMERGENCY ,.-- WHEREAS, the City of Dublin (the City) has entered into tax increment -..... financing/economic development agreements with Cardinal Health, Inc. and the Alter Group, Ltd. for the purpose of preserving and creating jobs and employment opportunities and to improve the economic welfare of the City; and WHEREAS, in accordance with the tax increment financing agreements, the City is obligated to construct public infrastructure improvements consisting of a new public road connecting Coffman Road and State Route 745 (the proposed connector road); and WHEREAS, it is necessary to purhcase the entire 1.2 acre tract owned by Everett L. Blankenship described in attached Exhibit A (the Blankenship property) to accommodate the recommended alignment of the proposed connector road and to help provide additional screening for the Willow Grove development; and WHEREAS, it is necessary to amend the annual appropriations to provide authorized funding to obtain the fee simple interest. NOW, ~ORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, elected members concurring: Section 1. That the purchase of a 1.2 acre tract located in the City of Dublin and more fully described in the attached Exhibit A, is hereby authorized for the public purpose of f/III"""wo< constructing the proposed connector road. -<,,- Section 2. That the City Manager is hereby authorized to execute a real estate purchase agreement and any necessary closing documents related to the acquisition of the Blankenship property. Section 3. That there be advanced from the Capital Improvements Tax Fund the amount of $175,000 to the McKitrick TIF Fund for the purpose of purchasing the Blankenship property. This advance will be reimbursed from the proceeds of a future debt issuance which will subsequently be retired from service payments received in lieu of taxes. Section 4. That there be appropriated from the unappropriated balance in the McKitrick TIF Fund the amount of $175,000 to account 52-03-14-2510 for the purpose of purchasing the Blankenship property. Section 5. Grigsby, Director of Finance ~ As City Council is aware, the tax increment financing/economic development agreements entered into with Cardinal Health, Inc. and the Alter Group, Ltd. require the City to construct a new public road connecting Coffman Road and State Route 745. The Blankenship property is needed to accommodate the alignment of the road and to provide additional screening for Willow Grove. The City had the property appraised and based on the appraisal made an offer to purchase the property for $162,400. A purchase contract was accepted and signed by Mr. Blankenship on July 3, 1995. We are requesting emergency action because the purchase contract requires the closing to occur within thirty days from the date of acceptance.
