WHIItEAS, the City of Dublin has established a comprehensive plan for rights-of--way, including the location and realignment of existing and future streets, highways, and roadways within the municipality; and WHEREAS, the ordinance establishing the arterial Traffic Plan recognized the importance of and required updating and amending the plan from time to time, as conditions warranted; and WHEREAS, the City Administration, the Planning and Zoning Commission, the Board of Zoning Appeals, and the City Council require a traffic plan on which to base decisions on land use, zoning changes, variances, and conditional uses, as well as publicly-initiated capital improvement projects; and WHEREAS, the Arterial Traffic Plan was amended in 1995 to consolidate the traffic recommendations of the 1988 Community Plan, the Southwest Area Plan, and various traffic studies that had been prepared for the City of Dublin, and entitled the "1995 Thoroughfare Plan"; and WHEREAS, the existing Arterial Traffic Plan, last updated by Ordinance 28-96 which added a proposed southward extension of Dublin Center Drive to connect with existing Krier Drive, passed April 1, 1996; and WHEREAS, the City has recently undertaken the analysis of circulation improvements for the northwest quadrant of the Sawmill Road/SR 161 intersection; and WHEREAS, the study prepared by Barton-Aschman Associates recommends the westward extension of Village Parkway to connect with Tuller Ridge Drive (extended) and (proposed) Shamrock Boulevard; and WI~REAS, the Planning and Zoning Commission has reviewed said minor amendment to the Arterial Traffic Plan on March 20, 1997, and has recommended and WHEREAS, Thoroughfare Plan is currently being reviewed in depth and updated as needed, as part of the Update of the Community Plan; NOW, RE, BE IT ORDAINED by the Council of the City of Dublin, State of OhioT~~of the elected members concurring: ection 1. That the westward extension of Village Parkway, and its interconnection with other planned roadways, be added to the " 1995 Thoroughfare Plan" and map. ection 2. That the map entitled "1995 Thoroughfare Plan, Dublin, Ohio" dated April 1, 1997, be and hereby is adopted by this Council as the minimum recommended standards for rights-of--way, and replaces the exhibit in Ordinance 2$-96. That the City Administration, the Planning and Zoning Commission, the Board of Zoning Appeals or the Council shall cause a review of the traffic plan at the conclusion of the current process to update the Community Plan and whenever there is the belief thereafter that the living, employment or traffic patterns have changed sufficiently to warrant such, but in no case less frequently than four (4) years, and shall submit proposed Section 5. Bearden, Economic Development Coordinator Re: Transportation Task Force Date: April 10, 1997 Attached please find correspondence and draft minutes in regard to the Transportation Task Force recommendation in respect to the thoroughfare plan amendment as requested by City Council on March 17, 1997. • DUBLIN TRANSPORTATION TASK FORCE AMENDMENT TO THE THOROUGHFARE PLAN DUBLIN VILLAGE PARKWAY EXTENSION Thursday, March 20, 1997 The Transportation Task Force approves the proposed amendment to the thoroughfare plan extending Dublin Village Parkway beyond its present terminus, westward toward David Road. x After extensive discussion among the committee members, careful review of the traffic volume forecast estimates with and without the proposed roadway extension, roadway plans and programs for the area, and familiarity with the adjacent neighborhoods and developments the Transportation Task Force considers the planned roadway extension a prudent option. As such, the committee members concur chat it deserves a favorable recommendation to the Ciry Council. This decision, however, was not unanimous. One committee member abstained from voting due to a perceived potential conflict of interest, while another committee member voted against the proposal. During deliberations, committee members concurred that the proposed roadway extension would ""~"" Provide access to abutting properties fostering development, it may provide another alternative route to S.R.16I for local traffic, and it would accommodate the AEP substation on the most feasible site. The traffic volume forecast estimates -- as developed by the consultant -- do not indicate that any substantial traffic volume relief should be expected to be realized either on S.R. 161, Sawmill Rd., Dublin Village Parkway or other local streets. Furthermore, construction along S.R. 161 during the roadway widening may also contribute to more congestion and delays in the immediate vicinity. Balbir Kindra, City Engineer, was present and provided information in regazd to the amendment. A lengthy discussion was held in regard to the matter. A vote was taken recommending the adoption of the amended thoroughfaze plan. Vote was as follows: Jim Barton, yes. Georgia Brown, yes. Dave Feusner, abstained. Richazd Gerber, no. Joe Kindler, yes. Mark Gialluca, yes. Elena Constantine, yes. Motion carried. A suggestion was made to nominate a vice chairperson for meetings as the chair may be unable to attend all rneetings. She said another Thoroughfare Plan amendment for Avery Road will be on the May 1 agenda. These are two interim changes pending the completion of the Community Plau. She said this thoroughfare amendment was suggested by a member of the Transportation Task Force and researched by Batson Aschman Associates. It was d~ermined m be useful for access to the intador of the quadraai between SR 151 and I-27p. This amendment would eztead V~tllage Parkway farther to the west to the Wendy's International property line. It appears that ii will require acquisition of two lots ai the north end of David Road. The Village Parkway extension was due west forming a "T" intersectoon artd will connect with future Shamrock Boulevard which is at the east entrance to Wendy's International. The proposed Thoroughfare amendment would be a cross stcect at the north end of David Road. A mound and landscaping (David Road Buffer) was required around tht east and north sides of David Road as part of the rrloning for Dublin Village Center. There are two ways to handle traffic for David Road, Ms. Clarloe said a rezoning application for AEP will be on the May agenda. The proposed site is at the north end of David Road and wilt require six Lots at a minimum. Ms. Clarke said only the Thoroughfare Plgn amendment was being discussed now. Staff is recommendiAg appxoval of this thorough€are amendment. It Goes not substantially upgrade the level of servioa of the two worst road links in that quadrant, but it does provide bctter access to ~ internal section of the quadrant. Sawmill and SR 161 is an overloaded intersection and will get worse. This proposal provides another alternative. Ms. Boring said typically, when Council reviewed a Thoroughfare Plan, a genaal information meeting was held. She asked why this had not been done. Ms. Clarke said the Y~rier Drive .~- , extension was the only time she remembered that being done. Ms. Boring said the traffic forecasts did not indicate that any substantial traffic relief. Ms. Clarke said that was for the road sections near Riverside Drive that were at failure. This does not alleviate that situation. Ms. Boring asked why this cannot wait until the Community Plan is done. Ms. Clarks said AEP was on a stringent time frame, and Dublin has a lower level of electric service than it should be. A new substation needs to be online by June 1998. The north end of David Road is AEP's preferred site. If Dublin may want a rand in the future, the deasion needs Lobe made now. Dublin could buy it later from AEP. Ms. Clarke said this would be a substantially higher financial commitment than AEP is expecting to make. Shc was not sure it was reas~able to bell AF.P to acquire mare pmpeaty to hold, although it is not included in any adopted plan, such as the Thor~ghfare Plan. Ms. Boring said she was ~ oartfortable with the Commission making a recommendation on this without knowing what other options were available. Curving the mad might be better. Ms. Clarke said it could be investigates. Typically, that level of detail is not included at the ..-. Thoroughfare Plan Level. The alignment studies follow, once the decision is made that a road connection is needed. Ms. Boring said it made it hard to mate other decisions without the alignment. She understood that if this amendment was approved, the two end properties would not be of interest to APP. Ms. Clarke said it had not been determined who would buy the lots or what the time frame would be. She said the only thing under consideration was whether this .,~„ link melee sense for the'Yhoroughfare Plan. If the recommendation is that it is not a needed link, the vote should be no. If the option is w be preserved, direction should be gives to do alignment studies m see if there is one acceptable. l;Ier concern, as a planner, is that there is not good access to the sites that are to the west of David Road. Those sites are too deep to be serviced from SR 161 and they do not have a rear access. This provides excxllent access to the internal part of the quadrant. Ms. Boring said approval of the extension requesbod was shown by the line drawn on the plan and she saw no flexibility. She did not want the link as proposed. Mitch Banchefsky said thor~ghfare plans are flexible. This proposed road could be located elsewhere. Ms. Boring said many issues need to be tied and timed together. Balbir Kirxira said an alignH~nt study would take approximately six weeks. Ms. Clartee said AEP wanted a decision as to the site by the end of May. She said there was n~ a good backup plan for AEP. There are only three sites iH that area which would work. David Road is the best far AFP and if it is not a possible rezcming by Council, she cannot predict what will be done. Staff has told AEP that Dublin's best efforts will be used to move their application through the process. It has net been guaranteod that it will be easy or saccxssful. Staff, however, will cooperate in any ~- way possible. Ms. Clarlae said AII' did not need the proposed toed link. They need Dublin to tell them which site to use. If AEP were absent from this discussion, this connection would be on the Thoroughfare Plan in a few months as part of the Community Plan. Mr. Ferrara askod if AEP needed six lots and the Thoroughfare Plan needed two, would private individual lots remain. Ms. Clarlac said yes, between six and ten lots are under discussion. T~vo lots may be needed as a buffer. To locate the physical plant, the equivalent of six lots plus vacation of David Road is Hooded. Ms. Clarke said the Village Parkway extension as shown would take the Shaver residence and the sideyar+d of the Brill residence. She said two additional f~R-14-199? 120? The depth of the remaining David Road lots would probably be appropriate for commercial development. Ms. Clarke said AEP's preferred access to the substation uses David Road, but this may not be acble to David Road residents or the City. An alternate involves an easement from Village Pazkway. This is not a staffed site and after construction, the driveway would be used for occasional service. David Road was built as a private street. The roadbed is probably not strong enough to handle construction traffic. Staff believes axes through the north to the substation site is preferable. She said the substation needs to abut the north-south power lines, to the south of I-270. She noted the two alternate sites dv not rcquire acquiring homes, but both abut residential property. Ms. Clazke said one was further north of this site and the other was on Martin Road. Ms. Boring noted that this is a "relief" plan, and a number of David Road residents have indicated a desire to reloc~e. Ms. Clarke stated that a meeting is scheduled with the David Rawl residents on April 21 to discuss the AB,P rezoning and cxher neighborhood issues. Met Shaver wanted to know if Dublin takes his property, what hates tv the option AEP holds for his property. He prefers to deal with AEP than Dublin. Mitch Banchefsky responded that AFB has an option, but it does not have to exercise it. Perhaps, AEP would purchase the land, and then Dublin would buy it from AEP. This has not yet been determined. Mr. Shaver said an AEP option on David Road Iot has already expired, and is not being renewed. Ms. Chinnici-Zuercher said this is an AEP and City Council decision. Roger Vogl said his lot will be on a corner if the road is built, and his tot is also one of the lots needed for an AEP substation. He knows the road and the AEP zoning are separate issues, but he would Iike them to be considered together. He does not want a thoroughfare next door. l3dgar Brill, 6675 David Road, stated his land has 202 feet of frontage, a 154-foot lot and a 50- foot lot that could have been a mad extension.. Because of the position of the house, he thought ~` "` any mad connection would go through part of his living room. o-b.,.~ Ms. Clarke responded that no alignment study has been done, and whether this roadway would go through the Brill residence has not been determined. she said the very Preliminary indications are that a mad may be possible without taking the Brill home. Mr. Hrill said if his property is purchased, he would like the whole property to be purchased. Virgil Snell said his mother lives on David Road. His father built the home, and their desire is to keep the home. Property is available to the north for a substation. He would like to see a traffic study on how much traffic relief this road connection provides, Ms. Chinnici-Zuerclier said after an ameatdmettt to the Thoroughfare Plan, an alignment study would be then next step. She encouraged th+e residents to attend the Apri121st meeting. mss. Cltiiuiici-Zuercher clarified that staff is regi~stittg a recommendation of approval for this new proposed road link as Thoroughfare Plan amendment. Mr_ Sprague asked if David Road would need to be upgraded if it were a through street. Ms. Clarke said if David Road is to carry commercial traffic loads, she thought it would Hoed to be totally rebuilt. If it is used to serve 12 homes, it probably will not need improvement. Mr. Ferias aslaod about the T~attsportation Tasl~orce as this is the first report received from that group. Ms. Clarke said this group was established in late 1996. Mr. Ferrara wanted to laww how much traffic would bo relieved. Balbir Kinds said the Taskforce was informed about the AEP proposal. He said the Barton-A-aelintan study indicates this connection does not substantially improve the SR 16I and Riverside Drive area, but it does provide an alternate siting for the local network. He said one ri~mber abstained. He said several on the Taskforoe have a background in traffic management. Tim Locklidcr restated that this will not set the alignment for the street. Ms. Clarke agreed. Claudia Robertson said she was speaking for a friend on David Road. Shc asked if David Road is connected to Village Parkway whether it will continue to be connected to SR 16I. If both ends are open, it will be a heavily used cut-through, and she thought it might rxead widening. Ms. Clarke responded that the plan for the future widening of SR 161 includes a landscaped median, and the plan shows David Road being blocked from left turns at SR 161 by that median. She said several meetings were held with the residents to discuss ways to address their access. A link m village Parkway was not supported because is would be scut-through for exiting theater tiafl6ic. A connection to Village Parkway and no connection to SR 161 can be discussed. Other alternatives include a service road or any other connection to Shamrock Boulevard where tyre will be a traffic signal and a median break. The residents' consensus was to support the "do nothing" option. This simply defers the decision to a later date, and all options are still open. Ms. Boring said the Service Committee and then City Council had approved the "do nothing" option. She said the minutes of the Transportation Taskforee were very sketchy and unhelpful. She said she caubd not this thoroughfare amendment before the Community Plan because it is dtt upon a rezoning. She said it does makes sense to have a connection, but because of the outstanding issues, site is uncomfortable making a recommendation. Iie was also uncomfortable making a recommendation. He agrood that adopted Plans can be quite inflexible. fly would support this in c~ection with AEP, but it is premature without that other proposal. Mr. Peplow agreed with these comments. Mr. Sprague understood the needs of all sides of the issue, and he thanked Ms. Clarke for her concern and efforts on behalf of the David Road residents. Ms. Clarke said this Thoaroughfare Plan is scheduled for public hearing and a vote by City Council on April l4, and she requested a recommendation this evening. Ms. Boring made a m~ion that Planning Commission make no recommendation, due to a lack of thorough details and presentation of all the considerations and factors, although a cautection would be a positive idea. Mr. Ferrara seconded the motion. Ms. Clarke asked if an alignment study was Headed. Two commissioners said yes. Ms. Chinnici Z wanted a complete package re$atding the disposition of David Road. She wanted all residents of David Road to have the potential for relocation within a few years, not simply six or tight homas. She cited the 'Mule Crossing neighborhood as an example. RDQUEST: Review and reoammendation on a proposed amendment to the 1995 Thoroughfare Plan for the City of Dublin. The pubposed amendment would pmovide for an enhancement of the road network to the northwest of the SR 1611Sawmill Road intersection. STAFF CONTACT: Barbara M.. Curke, Punning Director. UPDATE: This case was scheduled for review by the Commission at the March 2Qth meexing. Due to the late hour, it was postponed without discussion. It has since been reviewed by the Transportation T'asl~orcx which recommended approval. Minutes from that meeting are attached. BACKGROUND: Dublin has had an adopted major street plan, or Thoroughfare Plan, since the early 1980s. It was substantially expanded after adoption of the 19$$ Commtuuty Pun. In 1993, the Thoroughfare Plan was then modified to consolidate several traffic plans into one document. The traffic reoomma~da~tioa~s of the Southwest Area Plan, the Scioto Bridge Crossing study, Tuttle Crossing t study and several other traffic planning studies were mearged with the 1988 Community Plan, This is generally known as the "1995 Thmroughfare Plan." Again run 1996, the plan was updated to include a proposed southern extension of Dublin Center Drive to align with Itries Drive. A recommendation is requested from the Commission at this meeting. This Thoroughfare Plan update, Ot+dinance 42-97, is scheduled for public hearing and a vote by City Council on April 14. PROPOSAL: This amendmrnt under consideration is for another zaad network addition to the Sawmill Road/SR 161 area. It includes a westwazd extension of Village Pazkway. The proposed Village Parkway alignment would be looted to the south of the Penzone's Grand Salon. It was initially suggested by Randy Roth and other members of the TYansportation Taskforce as a way to pmvide better circulation in the at+ea. It attempts to simulate the much larger network on the Columbus side of the intersection that is created by the Federated Boulevard and Sawmill Place Boulevard loops. Its report concludes that this road does have the potential to enhance a> the area's circulation. It is being oc>nsider+ed ahead of the Community Plan update due to some timing issues that result from another area development proposal. The adig~nn~t is shown as extending through the northern two lots on David Road. Connections are shown m Shamrock Boulevard (which was approved through the platting process but not built) and an extension of Tuner Ridge Drive. CONSIDERAI`IONS: • The proposed network provides a Village Parkway cormection to Tuller Ridge Drive. Tulle~r Ridge Drive currently terminates at the east property line of what is now the Sycamore Ridge apartment development. Tuller Ridge Drive is expected m be extended fur~er bo the east ~ oottnect with Shamtock Boulevard. Shamrock Boulevand (platted but not censtrr~aed) is located on the eastern edge of the Wendy's Int~ernatiatal headquarters site. There is a short section that serves as a eorpoarate entrance at this location. The existing plan is to construct Shamrock Boulevard aorthwrard as a four-bane boulevard with landscaped median, and it is to tie into village Parkway. • The Ameariqut Electric Power company (AEP) needs to install a new electric substation in the southeast quadrant of Dublin. Dublin hired an electrical consultant to provide advice to the municipality on siting the substation. All parties are convinced at this time that a substation is warranted, that Dublin's electric servicx will suffer c~otier~bly if a site is not in operation within two years, and that there is a very limited geographic area in which to build the station. The eligible area is adjacent do the existing north-south overhead electric towrd line, which is south of I-27(f and about 1,000 Beet west of Sawmill Road. AEP has secured options on two possible sites, one involving David Road and another near Martin Road. The AF.P site selection needs to be made within the next six weeks, and a rezoning application will be processed accordingly. This amendment was studied by Barton Aschman. It was considered separately fxom all of the Community Plan testing and traffic modeling that is underway. The conclusion of the consultant is that this link affords better circulation within the quadrant. It provides another alternative m enter the quadrant and more direct access, through Vi11aEe Parkway, into the interior of the quadrant than the existing plan includes. 't'his single amendment is being considered ahead of the proposed traffic improvements of the Community Plan update, strictly due to the timing issue raised by AEP. In order to secure the municipality's ability M construct a roadway here, it is necessary to update the Thoroughfare Plan immediately. This is scheduled for public hearing on April i4, 1997. Aher extensive discussion among the committee members, careful review of the traffic volume forecast estimates with and without the proposed roadway extension, roadway plans and programs for the area, and familiarity with the adjacent neighborhoods and developments the Transportation Task Force considers the planned roadway extension a prudent option. As such, the committee members concur that it deserves a favorable recommendation to the City Council. This decision, however, was not unanimous. One committee member abstained from voting due to a perceived potential conflict of interest, while another committee member voted against the proposal. During deliberations, committee members concurred that the proposed roadway extension would provide access to abutting properties fostering development, it may provide another alternative route to S.R.161 for local traffic, and it would accommodate the AEP substation on the most feasible site. The traffic volume forecast estimates -- as developed by the consultant -- do not indicate that any substantial traffic volume relief should be expected to be realized either oa S.R. 161, Sawmill Rd., Dublin Village Parkway or other local streets. Furthermore, construction along S.R. 161 during the roadway widening may also contribute to more congestion and delays in the immediate vicinity.
