AN ORDINANCE AUTHORIZING THE CITY
MANAGER TO ENTER INTO AN AGREEMENT OF
MUTUAL AID WITH THE CITY OF COLUMBUS AND
AMENDING ORDINANCE NO. 18-67.
WHEREAS, it is the desire of the City of Dublin and the City of Columbus to provide for
their citizens more efficient police services; and
WHEREAS, it is the desire of these political subdivisions to provide for mutual assistance
by the inter-change and use of their police department personnel and equipment; and
WHEREAS, these political subdivisions have the power to enter into an agreement for the
purpose of providing police services in other political subdivisions, under Ohio Revised
Code Sections 311.29, 505.43, 511.235, 737.04, 1545.131 and 3345.041;
NOW, TH~REFORE, BE IT ORDAINED, by the Council of the City Of Dublin, State
Of Ohio of the elected members concurring:
Section 1. In the event of an emergency as defined in Ohio Revised Code Chapter 2744 or
determined by the entity requiring assistance, each political subdivision agrees to furnish
upon request such police services as are requested by the other insofar as such services are
available in the opinion of the Chief of Police or highest ranking on duty police supervisor
of the subdivision from whom assistance is requested.
Section 2. In anon-emergency situation, the City of Dublin may provide police services
to the City of Columbus and the City of Columbus may provide police services to the City
of Dublin as is requested by the other insofar as such services are available. Requests for
non-emergency police services shall be approved by the Chief of Police and the City
Manager on behalf of the City of Dublin and by the Chief of Police and the Director of
Public Safety on behalf of the City of Columbus.
Section 3. It is agreed that there shall be no reimbursement for loss or damage to equipment
or other property while engaged in activity in accordance with this agreement.
Section 4. It is further agreed that police department personnel acting outside the
subdivision in which they are employed may participate in any pension or indemnity fund
established by their employer to the same extent as while acting within the employing
subdivision. Those members shall be entitled to all the rights and benefits of Chapter 4123
of the Ohio Revised Code, to the same extent as while performing services within the
subdivision in which they are employed.
Section 5. It is further agreed that the consideration herein is derived from the mutual
benefit to each of the parties in increased police services, and that no charge shall be made
for services rendered under the provisions of this agreement.
Section 6. It is further agreed that the senior police officer who is in charge of the political
subdivision which requested such assistance, shall have full charge and authority over any
assisting equipment and personnel responding to such request.
Section 7. It is further agreed that this compact shall be in effect between the parties on and
after the date of execution by such parties for a period of three (3) years and shall be
automatically renewed for successive periods of (3) years, except any party may withdraw
by giving notice of its intentions to withdraw by registered mail to the other party.

Section 8. It is further agreed that all personnel of the responding political subdivision,
when responding to a call for assistance, shall be acting within the scope of their
employment while en route to, en route from, and while acting within the territory of the
requesting political subdivision. It is further agreed that Chapter 2744 of the Ohio Revised
Code, insofar as it applies to the operation of police departments, shall apply to the political
subdivisions which are parties hereto and to police department personnel when they are
rendering service outside their own subdivision pursuant to this agreement.
Section 9. It is mutually agreed by all parties to this compact that they will commit to the
development of written implementation and operational procedures.
IN WITNESS WHEREOF, the City of Dublin, Franklin County, Ohio and the City of
Columbus, Franklin County, Ohio have accepted this agreement hereunto duly authorized
by Ohio Revised Code Section 311.29, 505.43, 511.235, 737.04, 1545.131 and 3345.041.
Section 10. That this Ordinance shall take effect and be in force at the earliest point
permitted by law.
