Form No. 30043 Ordinance No._ 14-97 Pnssed__ AN ORDINANCE ACCEPTING THE LOWEST/BEST BID FOR THE COFFMAN ROAD WIDENING PROJECT AND DECLARING AN EMERGENCY WHEREAS, bids have been received for Improvements for the Coffman Road Widening and Emerald Parkway extension project; and WHEREAS, the lowest/best bid is from George J. Igel Company in the amount of $4,058,762.05; and WIIEIZEAS, the widening and improvements of Coffman Road between Brand Road and Post Road, and the extension of Emerald Parkway south of Post road to Perimeter Drive, including a portion of Perimeter Drive, has been identified as a necessary improvement in the City's Capital Improvement Plan; and WHEREAS, Dublin City Council has previously taken formal action to acquire all necessary easements and rights-of--way for Coffman Road Improvements; and WHEREAS, the Ohio Public Works Commission has granted money for the widening of Coffman Road; and W HEREAS, the City has entered into a Tax Increment Financing Agreement with Perimeter Limited Partnership, which provides for the construction of Emerald parkway south of Post Road to Perimeter Drive, including a portion of Perimeter Drive; and WHEREAS, it is necessary to amend the annual appropriations ordinance to provide sufficient funding for the project; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction can start early in the season. NOW THEREFORE, BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio, ~_ of the elected members concurring: Section 1. That the bid of $4,058,762.05 from George J. Igel Company be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with George J. Igel Company for completionof said projectpursuantto the bid specifications and documents on file in the office of the City Engineer. Section 3. That there be appropriated from the unappropriated balance in the Capital Improvements Tax Fund the amount of $646,500.00 to account 40-03-14-2710 for the purpose of transferring funds to the Public Works Commission Fund to pay the City's share of the project. Section 4. That there be appropriated from the unappropriated balance in the Public Works Commission Fund the amount of $3,018,000.00 to account 53-03-14-2551 for the construction of the project. Section 5. That there be advanced from the General Fund the amount of $1,447,000.00 to the Perimeter Center TIF for the purpose of constructing Emerald Parkway south of Post Road to Perimeter Drive, including a portion of Perimeter Drive. This advance is to be reimbursed to the General Fund from future service payments in lieu of taxes that will be received from the Franklin County Auditor. .~ RECORD OF ORDINANCES Dayton Legal Blank Co. That there be appropriated from the unappropriated balance in the Perimeter Center TIF fund the amount of $1,447,OOO.OOto account 56-03-14-2551 for the construction of the project. Section 7. That this Ordinance be, and the same hereby is declared to be an emergency measure for the reason that the construction must be started prior to March 1, 1997, in order to meet requirements for the grant money from the Ohio Public Works Commission, and for the preservation of health and welfare of the residents of this City, and therefore, this Ordinance shall take effect and be in force immediately upon its passage. For your information, attached is a copy of the bid results. George J. Igel Company submitted the lowest bid for this project. Their bid price was $4,058,762.05. The second bid was from Complete General ConstructionCompany. Their bid was $4,557,201.00. The City Engineer's estimate was $4,300,000.00. George J. Igel Company is currently working on two sections of Emerald Parkway, and they have completed several other projects in the past. I find George J. Igel Company to be a responsible and reasonable company. I recommend that the Coffman Road Widening project be awarded to them. Attached is an ordinance for approval by City Council.
