062-88 Ordinance RECORD OF ORDINANCES National Graphics Corp., Cols., O. ~ Form No. 2806-A Ordinance No. 62-88 (Amended) Passed______ ________n___________ __________19 _____ --------------- AN ORDINANCE TO AMEND ORDINANCE NO. 56-82 ESTABLISHING AN ARTERIAL TRAFFIC PLAN FOR THE CITY OF DUBLIN, OHIO " WHEREAS, the City of Dublin as part of a community planning process ~ authorized a comprehensive traffic study for rights-of-way and realign- ment and location of existing and future streets, highways, and roadways, within the City of Dublin; and, WHEREAS, the ordinance establishing the Arterial Traffic Plan recognized and required the plan to be updated and amended when warranted; and, WHEREAS, the City must develop a plan for a street system to preserve the health, safety and welfare of the general public as well as to create a desirable environment and promote economic growth; and, WHEREAS, a uniformed functional street system classification may be used by the private sector as a guide to likely future action respecting the development of public streets; and, WHEREAS, the City Administration, the Planning and Zoning Commission, the Board of Zoning Appeals, and the Council require a traffic plan on which to base decisions on zoning changes, variances, and conditional uses. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the text, attached hereto, titled "Dublin Traffic Plan" <If"' 1988 as amended, the terminology and description dated November, contains of the City's roadway network and the basic design elements for the City IS street functional classification. Section 2. That the Map titled Community Plan "Thoroughfare Plan" Dublin, Ohio dated July, 1988 be and hereby is adopted by this Council as the minimum recommended standards for rights-of-way and pavement construction. Section 3. That the actual alignment of arterial streets along proposed corridors will be determined by engineering feasibility studies of alternate proposals or will be determined by land use patterns as they devel< p. In developed areas where no right-of-way has been acquired for future widen- ing, the stated minimum right-of-way may not apply. Any additional right-of way and pavement required for such roadway will be determined by the time a roadway improvement is recommended, and on the basis of public concerns. For such roadways the arterial type sha II serve as a functional classifica- tion of the roadway. Section 4. That the City Administration, the Planning and Zoning Commission the Board of Zoning Appeals or the Council shall cause a review of the arterials and their construction types to be made at such time as there is belief that living, employment or traffic patterns have changed sufficiently to warrant such, but in no case at longer intervals than four (4) years, and shall submit proposed changes in the form of an amendment to this Ordinance. Section 5. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
