RECORD OF ORDINANCES National Graphics Corp., Cols., O. ~ Form No. 2806-A Ordinance No. _____?~-:-:~~_______ p assed____________________________________m____ ____19 _m _ __ AN ORDINANCE AUTHORIZING A NEW POSITION (PLANNING INTERN) WITHIN THE PLANNING DEPARTMENT, AND DECLARING AN EMERGENCY WHEREAS, the need exists for an additional intern position within the Planning Department; and, WHEREAS, Council believes that said position is necessary for increased effectiveness and efficiency within the Planning Department; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That a new Planning Intern position within the Planning Department is hereby authorized. Section 2. That an amendment to the appropriations will be submitted when the cost of wages has been determined. Section 3. That this Ordinance be, and hereby is, declared to be an emergency measure for the reason that this position needs to be filled as soon as possible in order to enhance efficiency and effectiveness within the Planning Department and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Harding, Personnel Director ~ SUBJECT: Additional Personnel in Planning Department DATE: June 1, 1988 Attached please find Ordinance No. 53-88 authorizing a new Planning Intern position within the Planning Department. Accompanying this Ordinance is a memorandum of justification from Mr. Patrik Bowman, Planning Director. As Mr. Bowman's memorandum indicates, this position will be utilized this summer for special projects. Since Mr. Bowman has requested that this position be filled as soon as possible and, in an effort to enhance effectiveness and efficiency within the Planning Department, I would recommend that Ordinance No. 53-88 be adopted as emergency legislation. M E M 0 RAN DUM TO: Tim Hansley, Manager FROM: Patrik Bowman, Planning Director DATE: May 24, 1988 SUBJECT: Planning Department Personnel At this point in the year, I still cannot justify additional full-time personnel. The Department is currently dealing with some very large zoning issues, but in my estimation all the major cases of the year are now on the table. I am working toward a late July distribution date for the Community Plan. Planning and zoning for the northeast planning area is underway, the required staff time on this effort will again be during the summer months. The study of Old Dublin will also be a summer/early fall endeavor. Obviously there is a need for more hands on a short-term basis. I sub- mit the following proposal for your consideration. First, I request that Lisa Leitzell be kept on for the summer. Lisa graduates in June. Given her experience with the Department's operation, retaining Lisa through September (or until she finds a full-time position) would bolster the zoning adminis- tration area. If Lisa agrees to stay, I propose that she be given an increase over her present salary. Second, I request that another "special projects" intern be hired to work as many hours as possible this summer. I have been in contact with OSU and a very good car.didate is available for this position. He is being recruited by other agencies, so I must act fast to get him. Third, at some point this summer I want to arrange for another intern to replace Lisa in the ongoing intern position. The intention is to train this person prior to Lisa's departure. I I suggest that you, Dave and I sit down as soon as possible to determine if we can get this proposal moving right away. PGB:tsb , .
