ANNEXATION OF 2.1! ACRES
IN WASHINGTON TOWNSHIP TO
THE CITY OF DUBLIN -
BELLAIRE AVENUE
WHEREAS, said annexation has been approved by the Franklin County
Commissioners, and Council is of the opinion that said territory
should be annexed.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the petition for the annexation of 2.1~ acres (see
attached legal description) to the City of Dublin, Ohio is hereby
accepted.
Section 2. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.

Dear Mr. Dye:
Enclosed is a copy of the resolution adopted on December 8, 1987, by the
Board of County Commissioners, setting the time and place of public hearing
for the annexation petition which you, as agent, filed with this office
on November 30, 1987.
Under the provisions of Section 709.03 and 709.031 of the Ohio Revised
Code, you, as agent, are responsible for the following:
(1) Notification of the date of filing of your petition with the Board
of County Commissioners to be delivered to the Clerk of the
municipality to which annexation is proposed and the clerk of
each township which is included in the annexation. (A map,
description and a copy of the petition should be presented to
each clerk).
(2) Publication of the substance of the petition once a week for four
consecutive weeks in a newspaper of general circulation in the
County. (The enclosed resolution will satisfy the statutory
requirements and should be used for the published notice).
(3) Service upon the municipal and township clerks of a copy of the
notice within seven (7) days after the Franklin County Commissioners
set the date for the pub lic hearing on the annexation petition,
is before December 15, 1987.

(4) Preparation of an affidavit stating the name of the agent, the
number of owners of real estate at the time of the filing of
petition and the number of owners signing the petition.
(5) Ensuring that the legislative body of the municipality to which
the annexation is proposed, by ordinance or r.eso1ution, adopts
a statement indicating what services, if any, the municipal
corpor a t ion wi 11 provide to the territory proposed for annexation,
upon annexation.
Proof of compliance with the above is required to be submitted to this
office no later than January 27, 1988.

2.1 ACRES, MORE OR LESS,
IN THE TOWNSHIP OF WASHINGTON
TO THE BOARD OF COUNTY COMMISSIONERS
OF FRANKLIN COUNTY, OHIO
The undersigned, petitioners in the premises, and being a
MAJORITY OF OWNERS OF REAL ESTATE in the territory described,
consisting of 2.1 acres, more or less, in the Township of
Washington, which are contiguous and adjacent to the Village of
Dublin, do hereby pray that said territory be annexed to the
Village of Dublin, according to the statutes of the State of
Ohio.
A full and accurate description and a plat of said territory so
prayed to be annexed are attached hereto and made a part hereof.
In support of said Petition, your petitioners state that there
are within the territory so prayed to be annexed 2 OWNERS OF
REAL ESTATE.
David A. Dye, Esq. , is hereby appointed Agent for the
undersigned Petitioners, as required by Section 709.02 of the
Ohio Revised Code. Said agent is hereby authorized to make any
amendment and/or deletion which in his absolute and complete
discretion is necessary or proper under the circumstances then
existing, and in particular to make such amendment in order to
correct any discrepancy or mistake noted by the Franklin County
Engineer in his examination of an amended plat and description
to the Board of Commisioners on, before, or after the date set
for hearing on this Petition.

...... WHEREAS, a petition for the annexation of 2.1! acres from Washington
Township was duly filed by David A. Dye, the Agent for the petitioners;
and
WHEREAS, a public hearing will be required before the Franklin County
Commissioners; and
WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to
said hearing, the Municipal Authority shall adopt a statement indicating
what services, if any, the Municipal Corporation will provide to the
territory proposed for annexation:
NOW, THEREFORE BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring that:
Section 1. The City of Dublin will provide the following municipal
services for the 2.1! acres in Washington Township-Franklin County upon
the annexation of said area to the City of Dublin, Ohio:
POLICE The City provides Police service on a full twenty-four hour
basis and communications a.re contracted from Perry Township. The City
also has mutual aid agreements with other municipalities.
FIRE Fire protection is currently provided by well-staffed departments
in Washington and Perry Townships in Franklin County and Concord Township
in Delaware County. They too have mutual aid agreements with other
municipalities.
SANITATION Residential refuse collection services are contracted by
the City and would be available.
STREET MAINTENANCE The City has a Street Maintenance Department which
provides excellent service in the area of street and road maintenance.
Section 2, The City h~s SEWER and WATER service area contracts with the
City of Columbus and the subject property is within said service areas,
and conditioned on the ability of the City of Columbus to provide WATER,
and to provide su~ficient SEWERAGE disposal capacity, the City will have
the ability to service the area.
Section 3. This Resolution shall take effect and be in force from and
after the earliest period allowed by law.

BY DAVID S. AND SUE F. BUCHAN
FIXED FOR WEDNESDAY, FEBRUARY 3, 1988 AT 10:00 A.M.

WHEREAS, the Board of County Commissioners of Franklin County, Ohio,
are presented the petition for annexation of certain adjacent territory
I to the City of Dublin, Ohio, filed by David S. and Sue F. Buchan, signed
by David S. Buchan and Sue F. Buchan and appointing David A. Dye, Esq.
as agent for the said territory being described as follows:
Situate in the State of Ohio, County of Franklin, Washington Township,
part of Virginia Military Survey No. 2544 and being all of Lot Number Nine
(9) of Dublin Estates Subdivision, as the said lot is numbered and delineated
upon the recorded plat thereof, of record in Plat Book 27, page 49A, records
of the Recorder's Office, Franklin County, Ohio, and being more particularly
described as follows:
Beginning at a point in the westerly right-of-way line of Bellaire
Avenue at the southeasterly corner of the said Lot Number 9 said point
also being in the existing City of Dub lin Corporation Line as established
by Ordinance Number 32-82 and shown of record in O.R. 240lB02;
Thence Westerly, a distance of 609 feet, more or less along the said
existing Corporation Line and the southerly line of said Lot Number 9 to
a point at the southwesterly corner of said Lot;
Thence Northerly, a distance of 147 feet, more or less, along the
westerly line of said Lot Number 9 to a point at the northwesterly corner
of said Lot;
I Thence Easterly, a distance of 639 feet, more or less along the
northerly line of said Lot Number 9, to a point in the westerly right-of-way
line of said Bellaire Avenue at the northeasterly corner of said Lot Number
9 ;
Thence Southerly, a distance of 150 feet, more or less, along the
westerly right-of-way line of Bellaire Avenue to the point of beginning
containing 2.1 acres, more or less.
I WHEREAS, together with a map of said territory accompanying said
petition filed with the Board of County Commissioners, Franklin County,
Ohio, on November 30, 1987, be and the same are hereby filed with the
Franklin County Zoning Office; now, therefore, upon the motion of
Commissioner T ra cy , seconded by Commissioner Fou I k ;
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF FRANKLIN COUNTY,
OHIO:
Section 1. That a hearing upon said petition shall be held
in the County Commissioners' Hearing Room, 3rd Floor of the
Franklin County Administration Building at 10:00 A.M. on February
3, 1988; and
Section 2. That the Zoning Director to the Board of County
Commissioners be and hereby is directed to notify the agent of
the petitioners of the time and place of said hearing. I

WHEREAS, the Commissioners of Franklin County, State of Ohio, proceeding
this day to hear and consider the petition of David S. and Sue F. Buchan
filed November 30, 1987 and having in open hearing heard all of the persons
desiring to be heard for or against the granting of said petition, and
having considered all the facts with reference thereto, and being fully
advised,
WHEREAS, find that said petition contains all of the matters required
by law; that the territory sought to be annexed is adjacent and contiguous
to the said City of Dublin, Ohio; that the petition contains a full and
complete description of said territory is accurate; that the petition for
said territory is signed by a majority of the owners of real estate within
the territory sought to be annexed; that the required legal notice has
been published; that the territory sought to be annexed is not unreasonably
large; and that the general good of the territory sought to be annexed
will be served if this annexation is granted, all in accordance with the
provisions of the Ohio Revised Code 709.033; therefore; upon the motion
