O. ~ Form No. 2!106-A Ordinance No. nn~Q-:8Lm_ Passedmn mnnnmnmnm mm19n AN ORDINANCE TO ACCEPT A QUOTATION FROM THE GEORG GROUP TO PROVIDE LANDSCAPE ARCHITECTURAL SERVICES AT SCOTTISH CORNERS AND AT EARLINGTON PARK WHEREAS, the Village of Dublin has entered into an agreement with the Dublin Board of Education to cooperate on joint school/park sites at Scottish Corners and at Earlington Park; and WHEREAS, proposals have been received from the Georg Group to provide landscape architectural services for the above sites. NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That the quotation of $15,500.00 from the Georg Group to design site grading, drainage and plantings for Earlington Park be, and it hereby is, accepted; Section 2. That the quotation of $9,000.00 maximum from the Georg Group to prepare design specifications and construction documents, grading, drainage and park improvements at Scottish Corners be, and it hereby is, accepted; and Section 3. That the Acting Village Manager and Finance Director be, and hereby is, authorized to enter into a contract with the Georg Group for landscape architectural services; and Section 4. That this Ordinance be, and the same hereby is, declared to be an emergency measure necessary to preserve the public health, safety and welfare and therefore shall take effect and be in force immediately upon its passage. ARCHITECTS AND PLANNING CONSULTANTS SMITH ASSOCIATES CONSULTING ARCHITECTS Proposal for Landscape Architectural Services The services listed below outline our approach to developing the Landscape Architectural Design and Construction Documents required for competitive bidding and construction of the grading for Dublinshire park. Services include design, drawings and tech- nical specifications required for site grading, drainage, and plantings. These documents will be based on the approved Schematic Design we developed In conjunction with Smith Associates. Scope of Services to be performed: 1.0 Design Development responsive to new data (e.g.watershed and detention basin information) 1.1 Revised Layout Plan 1.2 Revised Grading and Drainage Plan 1.3 Revised Planting Plan 2.0 Construction documents 2.1 Layout Plan (Sports Fields only) 2.2 Grading and Drainage Plan 2.3 Planting Plan (Erosion Control and Major Tree Masses only) 2.4 Details 2.5 Detention Basin Plan 2.6 Drainage and Pipe Profiles as required 2 . 7 Technical Specifications Final documents (reproducible masters) will be provided for inclusion in the bidding documents compiled by the Architect. Cost of Services: The cost of services are: Site preliminary and final Construction Documents, bidding, assistance and landscape architectural construction observa- tion to be performed on an hourly rate basis plus expenses not to exceed $15,500.00 for work described in items 1.0 through 3.2. The hourly rate schedule applicable: Registered Landscape Architects $ 40.00 per hour Staff Landscape Architects 25.00 per hour Technical Assistants (L.A. ) 18.00 per hour Clerical 15.00 per hour Expenses: Expenses incurred in providing services and reproduction costs are reimbursable at direct cost. The following charges apply: Travel $ .22 per mile Photography Direct Cost (Construction documentation) Reproduction Direct Cost Additional Services: Services in addition to, but outside the scope of the above proposed work would be charged at the same hourly rate basis, when requested by the Architect, with expenses reimbursable. The above cost schedules would apply. 2 of 3 . The above proposal is based on the following: 1. The Architect will provide necessary site surveys, soils, utility and site data as may be necessary to perform the work. 2. The Architect will assign a single representive to act in connection with the project (address consultant com- munications, schedule meetings, authorize revisions and additional work, etc.) 3. Coordination of the governmental reviews and document approvals is the responsibility of the Architect. 4. Jones and Stuckey, Ltd. willbe engaged by the Georg Group to aid in the design of the storm water system and the detention basin. 5. Services include preparation of design detailing, plan refinement, contract documents and speci- fications required for site grading, drainage, bikeway pavements, exterior equipment installation, prefabricated shelter instal- lation, ballfield development and landscape plantings and lawns. These documents are based on the approved Site Design developed in conjunction with the School project, July/August 1986, with FJM, Inc. and Smith Assoc. Modifications and adjustments to the design may be necessary to accommodate field changes and/or revisions made as part of the construction process. SCOPE of Services to be performed: 1.0 Design Review, Final Design Development 1.1 Site Layout and Grading Plan 1.2 Project Program 1.3 Planting Plan 1.4 Concept Details of special elements: Signage, Tot Play Area, Prefab-Shelter Design Character Study, Ballfield development speci- fications, equipment specifications. 1.5 Elevations and/or sections 1.6 Design Development Estimate of probable con- struction costs, based on local contractor pricing, and published cost estimating data. Phase 1.0 includes a presentation staff reviews and presen- tation to the Board or other reviewing agent of the Village, for approval prior to development of final Construction Documents. (f) : \. Final documents (reproducible masters) will be provided for the owner's record at the completion of the project. Media for documents and document format will conform to Village of Dublin standards. Production of the Bidding package will follow the format and standards as provided by the Village of Dublin, with all necessary certificates, bond requirements, waivers and legal contracting forms as defined by the Village. 3.0 Bidding Assistance and Construction Observation 3.1 Bidding Assistance: Distribution and administra- tion of the Bidding Documents during the bid pro- cess. Response to and preparation of addenda as required. 3.2 Bid Tabulation and review of substitutions offered by bidders. 3.3 Construction observation (to a maximum of 60 hours related to site visits, shop drawing reviews, project construction documentation, field reports, bulletins, and request for payment reviews.) Typical activities: a . Pre-construction meeting b. Site layout review c . Site fine grading and tot lot reviews d. Equipment installation review e . Bikeway paving reviews f. Shelter Construction reviews g. Substantial completion and Punch list review 2 of 5 COST of Services: The cost of services for work items 1.0 through 3.3 will be billed at the hourly rates listed below plus expenses to a maximum fee of $9000.00. Should work be required beyond the established maximum fee it will be billed as additional services and will require the authorization of the owner. Project expenses included as part of the above services are limited to the following: Travel to and from local meetings, and the project site as required during the course of the project. Prints and reproductions of the Documents for review: Final Design Develoment (1.0) 4 sets (one rendered plan) Pre-Bid review documents ( 2 . 0 ) 6 sets Bidding and Construction (2.0) 25 sets Reproducible Masters ( 3 . 3 ) 1 set Project postage and local delivery. Pre-Fab shelter foundation engineering and structural reviews. Project documentation photography and copying. Additional Reimbursable Expenses are those expenditures made specifically on behalf of the client in the interest of the pro- j ec t. Such expenses must be authorized by the client and are not included in the maximum fee listed above. Possible expenses are: 1. Reproductions and additional sets if required. 2 . Mileage and travel expenses to sites outside Franklin County to investigate materials, equipment, bidder's work etc. 3 . Soils engineering if deemed necessary. 4 . Special Renderings or models 5. Other Expenses related to providing additional services under this agreement. Additional Services: Services in addition to, but outside the scope of the above pro- posed work will be charged on an hourly rate basis plus expenses, when authorized by the Owner. The following charges apply: Travel $ .21 per mile Photography Direct Cost Reproduction Direct Cost PAYMENT for Services and reimbursable expenses will be payable upon submission of monthly invoice based on the hours and expen- ses incurred. Approximate fees by phase: Final Design Development (1.0) to 25% of contract Bidding Documents Completed (2.0) to 80% of contract Bid Receipt (3.1) to 90% of contract Construction Observation to Substantial Completion to 100% of contract Review (3.2 - 3.3) CONTRACT PERIOD The period of the contract is expected to be one year. Should the work extend beyond this time, the Landscape Architect re- serves the right to renegotiate the terms of the work. BASIS of the Work The above proposal is based on the following: 1. The Owner will provide necessary site surveys, soils, utility and site data as may be necessary to perform the work. 2 . The Owner will assign a single representive to act in connection with the project (address consultant com- munications, schedule meetings, authorize revisions and additional work, etc.) 3 . Documents will be submitted for governmental reviews based on schedule and list of government authorities having review authority as provided by the Village of Dublin. Contractor will be responsible for permits, unless otherwise dictated by the Village's contracting procedure. 4 . The work is projected for bidding late summer/early autumn 1987, with construction beginning in the first construction season after school construction is com- pleted and site is accessible. 4 of 5 This proposal is submitted for your review and consideration.
