AN ORDINANCE TO ACCEPT A QUOTATION
FOR CONSULTING SERVICES TO PERFORM
THE SANITARY SEWER ELEMENT OF THE
COMMUNITY PLAN AND TO DECLARE AN
EMERGENCY.
WHEREAS, Council has requested that a Master Planning process be under-
taken; and
WHEREAS, the work to be performed will consist of gathering technical
information about the existing sanitary sewer system as well as the
forecasting of future service demands; and
WHEREAS, the proposed Consultant has already provided engineering
services directly related to the proposed comprehensive study;
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 6 of the elected members concurring that:
Section 1. That the quotation of CIVIL ENGINEERING ASSOCIATES, Inc. in
the amount not to exceed $7,500.00 for said services be, and hereby is,
accepted.
Section 2. That the Acting Manager be, and hereby is, authorized and
directed to enter into a contract with CIVIL ENGINEERING ASSOCIATES, INC.
Section 3. That there is hereby appropriated from the unappropriated
balance in the General Fund to account AOI-04-4A-23S0 for Professional
Services the sum of $7,500.00 to cover the cost of said services.
Section 4. In order to preserve the health, safety and/or welfare of the
citizens of Dublin, that this Ordinance be declared an emergency and
shall take effect and be in force immdiately upon its passage.

pleased to submit a proposal to assist in the preparation of
your master growth statement. A narrative description of
the project and scope of services is attached and considered
to be a part of th i s proposa 1 .
Ci vi 1 Engineering Associates, Inc., proposes to perform
engineering services related to the sanitary sewer system
for a lump sum fee of $7,500.00.
We are prepared to begin worK immediately and will complete

SCOPE OF SERVICES

GROWTH STATEMENT FOR SANITARY SEWERS

The study wi 11 be divided into three phases as follows:
Phase 1 - Evaluation of Existing Sanitary System
Existing san i tary sewer information shall be collected and
evaluated to determine whether or not the existing
facilities are of adequate capacity. Calcula.tions will be
based upon existing and proposed land uses determined by the
V ill age of Dubl in. On the basis that the 1 and use
information will be furnished by May 18, 1987, i t is
anticipated that the in it i a 1 ph a se wi 1 1 be completed by June
8, 1987.
Phase 2 - Growth and Extension Potential
A prel iminary design will be performed for all service areas
which are not currently served and for existing systems
which are determined not to be satisfactory. Design
regulations will be prepared so that future design worK
prepared for the Vi 1 1 age wi 1 1 be uniform. Th is tasK will be
completed by June 29, 1987.
Phase 3 - Identification of Capital Improvements
Recommendations wi 1 1 be prepared for future cap ita 1
Improvements to include estimated costs and projected
timing. The recommendat Ions will reflect upgrades of the
existing system to f ac i 1 ita t e projected growth and to
correct any existing sizing deficiencies. A finished report
will be submitted no later than Ju 1 y 15, 1987.
The study will be based on the assumption that the Upper
Scioto West trunK sewer, currently under design, will be
placed in service. A general discussion of this sewer,
including the t imi ng effects of construe t i on, will be
presented in the report. I t is understood that the Village
of Du b 1 i n wi 1 1 provide topographic plans of the Village.
