Form No. 2806-A Ordinance No.____?J~_8}___________ P assed_______~_______________________________________19 ----- -- AN ORDINANCE TO ACCEPT A QUOTATION FOR CONSULTING SERVICES TO PERFORM THE RECREATION ELEMENT OF THE COMMUNITY PLAN, AND TO DECLARE AN EMERGENCY. WHEREAS, Council has requested that a Master Planning process be under- taken; and WHEREAS, the work to be performed will consist of gathering technical information about the existing recreation system as well as the fore- casting of future recreation demands and developing a scheme of recreation areas with respect to location and size; WHEREAS, the proposed Consultant has already provided services directly related to the recreation studies; WHEREAS, this contract also includes a detailed bikeway study that was previously approved by Council as part of the capital budget for 1987; NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio, 6 of the elected members concurring that: Section 1. That the quotation of TROTT AND BEAN, INC. in the amount not to exceed $27,850.00 for said services be, and hereby is, accepted. Section 2. That the Acting Manager be, and hereby is, authorized and directed to enter into a contract with TROTT AND BEAN, INC. Section 3. That there be appropriated from the unappropriated balance in the General Fund the sum of $10,850.00 to account A01-04-4A-2350 for the Master Plan portion and the sum of $17,000.00 to account A01-03-3B-2510 for the Bikeway Study portion of the above contract. Section 4. In order to preserve the health, safety and/or welfare of the citizens of Dublin, that this Ordinance be declared an emergency and shall take effect and be in force immediately upon its passage. day of May , 1987. Ms. Janet Jordan Recreation and Bikeway Facility Planning Page 2 RECREATION AND BIKEWAY FACILITIES PLANNING I. PROPOSED SCOPE OF SERVICES A. DATA GATHERING ----------- The Village of Dublin is to provide all base data necessary for the planning exercise. This data is to include the ~y~!uatioQ_ Qf th~-R~~reation_~_r~~~ Ne~4~_Qf_!h~_Yi!!~g~_Qf_Q~Q!iQ~_OhiQ, SCORP & NRPA Standards, Village demographic information and current land use/zoning information. The accuracy of this data remains the responsibility of the Village as it will affect the accuracy of all planning decisions and documents. During this planning phase, the Village is convening the newly formed Parkland and Recreation Facilities Standards Committee (PRFSC) under the supervision of the Parks & Recreation Director. These meetings will continue into the planning process. A Trott & Bean representative will be party to cer- tain of these committee meetings to add technical assistance to the discussions. Trott & Bean will study and catalog this base information to familiarize ourselves with the current conditions and standards. B. GOALS AND OBJECTIVES -------------------- It is our feeling that any comprehensive planning effort must be well defined and based upon rational goals. These goals are necessary to define the role of the Parks & Recreation Department, the level of service/facilities to be provided, and the bounds of the service area. Additionally, goals must be formulated to direct future growth and improvements. Related objectives will aid in attaining each goal through specific courses of action. The Trott & Bean planners are to assist the Director in this effort of goal and objective definition. This statement will serve as direction for the decisions to be made throughout the planning process. C. ~T~~~ It is the mission of the PRFSC to establish facility standards. As an observing party at these committee meetings, Trott & Bean will provide technical input based on our experi- ence with facility design/construction. Further, Trott & Bean will review in detail and comment on the findings of this cODDDittee, addressing such issues as safety, operations, main- tenance and initial construction techniques. Bikeway standards currently exist as part of the Q~Q!iQ_~i~~~~_g~i4~!iQ~~, dated 11/12/86, prepared by Trott & Bean. Ms. Janet Jordan Recreation and Bikeway Facility Planning Page 3 D. INVE!!TORY It will be necessary to determine in detail what facilities currently exist and their condition. This inventory will in- clude facilities layout of existing parks, school and other public facilities, privately owned/non-profit facilities, and existing bikeways. Conditions of facilities will need to be documented, including critical dimensions, problem areas, areas in need of immediate attention, etc. This inventory is to be conducted by the PRFSC and Village of Dublin staff. Trott & Bean will review these findings and direct the PRFSC should ad- ditional information be needed. E. AN~1Y~1~_~_~1~lNg In this phase, all previously compiled information is to be ap- plied to the planning exercise. Trott & Bean planners will de- termine the strengths/weaknesses of existing facilities and identify renovation, repair, new construction needs. In addition, based upon growth projections and demographic information, future park areas and specific uses based on pre- viously formulated Dublin standards will be determined. Village-wide bikeway system layout will also be determined. This planning will classify pathways (hierarchy) , identify re- gional connectors, bridge and specialty construction and improvements/upgrading to the existing bikeways inventoried. All future park facilities and bikeways will be sized, based upon future growth areas and anticipated traffic generators. Specific programs for each individual future facility will also be determined. In summary of this planning, Trott & Bean will provide an ac- tion plan. This plan will list by priority (as determined by the Director with assistance from Trott & Bean) all major imp- lementation and improvement projects. This listing will be ac- companied by a construction cost estimate for these projects. In this way, projects are scheduled for inclusion into the cap- ital improvements budget, based on present and anticipated fu- ture capital expenditure levels. F. PROgQCTION It is our understanding that standardized base mapping will be provided by the Village of Dublin. All Trott & Bean mapping will be produced as overlays to this base. All typing and charts/graphs will be provided to the Village of Dublin in camera-ready form. All photographic reproduction is to be by Dublin. Trott & Bean Architects, Inc. will perform all work identified in "Scope of Services" for a fixed fee amount of $27,850.00. Reimbursable expenses, such as travel, printing, mailing, etc. will be billed as they are incurred on your behalf at a multiple of 1.1. I II. SCHEDULE Trott & Bean is prepared to begin this work immediately upon accep- tance of this proposal by the Director and contract execution. It is our understanding that the Village of Dublin Growth Statement (of which this planping effort and its findings are to be part) is to be completed by September 1, 1987. We will work towards this date as our date of completion unless advised otherwise prior to contract execution.
