WHEREAS, the need exists to establish the position of BUILDING INSPECTION ADMINISTRATOR/COMMERCIAL PLANS EXAMINER within the Building and Engineering Department, and; WHEREAS, Council believes that said position is necessary for the effective and efficient operation of the Building and Engineering Department; NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio, 5 of the elected members concurring that: Section 1. The position of BUILDING INSPECTION ADMINISTRATOR/COMMERCIAL PLANS EXAMINER is hereby established as part of the Village Classifica- tion Plan. Section 2. Section 8 ("Salary Ranges") of Ordinance No. 52-81 be amended by adding the following position and its corresponding annual salary range: Position Salary Range Building Inspection $26,000-$35,300 Administrator/Commercial Plans Examiner Section 3. Prushing, Acting Village Manager-' \l SUBJECT: Establishment of a New Building Inspection Administrator/Commercial Plans Examiner Position DATE: April 29, 1987 Section 3.08 of the Code of Personnel Practices and Procedures states that Council shall authorize the addition of new positions to the Village Classification Plan. Section 3.09 of the Code of Personnel Practices and Procedures states that the Village Compensation Plan shall be amended as appropriate and that such amendments shall be recommended by the Village Manager and approved by Council. Attached please find Ordinance No. 43-87 establishing a new BUILDING INSPECTION ADMINISTRATOR/COMMERCIAL PLANS EXAMINER position as part of the Village Classifica- tion Plan and amending the appropriate section of the Village Compensation Plan to include the above mentioned position and its corresponding salary range. I have also attached a copy of the BUILDING INSPECTION ADMINISTRATOR/COMMERCIAL PLANS EXAMINER job description which will be incorporated into the Village Classification Plan upon your approval of Ordinance No. 43-87. Attachments DLH:fmu &J~c/q;~ 6665 Coffman Road Dublin, Ohio 43017 BUILDING INSPECTION ADMINISTRATOR/COMMERCIAL PLANS EXAMINER General Description of Position & Duties Under the general direction of the Village Engineer, the Building Inspection Administrator/Commercial Plans Examiner exercises inde- pendent judgement and discretion in the overall administration and supervision of the Village's Building Inspection and Plan Review function. A primary responsibility of the incumbent is to super- vise, coordinate, and direct the activities of a staff of Building & Electrical Inspectors and a Residential Plan Review/Drafting Technician who are engaged in daily operations to determine and assure compliance with approved plans, specifications, and all applicable codes and ordinances. In addition, the incumbent reviews all commercial building construction plans to determine and assure compliance with all applicable State and Local building codes and authorizes and issues all applicable commercial permits. Incumbent confers with the Village Engineer on a regular basis to keep him informed as to current building construction inspection activities and developments occurring within the Building Inspection unit. Examples of Work (Illustrative only) * Schedules and coordinates work assignments of the inspection and plan review staff in order to achieve optimum operational effectiveness and efficiency. * Reviews and analyzes all commercial building construction plans and specifications to determine and assure compliance with the provisions of the Ohio Basic Building Code and other applicable codes and ordinances; answers inquiries from builders, construction firms, etc. regarding all applicable codes and ordinances. * Reviews residential (one, two, and three family dwellings) building construction plans to determine and assure compliance with all applicable codes and ordinances when required. * Makes administrative decisions requiring the interpretation and application of all applicable codes and ordinances to specific field conditions. * Conducts commercial and residential building inspections to deter- mine and assure compliance with all applicable codes and ordinances as required. * Authorizes the issuance of commercial and residential building per- mits, HVAC permits, and fire protection permits. * Advises Village Engineer on building construction inspection and other related matters. - * Supervises the proper organization and maintenance of building inspection documents, plans, records, drawings, etc. * Maintains Building Permit Log and prepares bi-monthly report of building activity and submits to Village Engineer. * Completes periodic reports submitted to U.S. Department of Commerce and McGraw Hill corporation which reflect building statistics over specified periods of time. * Conducts performance evaluations on subordinates as required. * Performs other related duties as assigned by Village Engineer. Required Knowledges, Skills, and Abilities * Comprehensive knowledge of Ohio Basic Building Code and CABO Building Code. * Comprehensive knowledge of building design and construction prac- tices, procedures, principles, and methods. * General knowledge of municipal government structure and process desirable. * General knowledge of administrative/management principles and concepts. * General knowledge of supervisory practices and techniques. * Good written and verbal communication skills. * Ability to review and analyze commercial building construction plans and specifications and determine compliance with provisions of the Ohio Basic Building Code and other applicable codes and ordinances. * Ability to review and analyze residential building construction plans and specifications and determine compliance with provisions of CABO Building Code and other applicable codes and ordinances. * Ability to interpret and apply the provisions of the Ohio Basic Building Code, CABO Building Code and other applicable codes and ordinances to field conditions. * Ability to recognize, analyze, & define problems, establish facts & reach valid conclusions, and determine & initiate appropriate corrective actions. * Ability to instruct, direct, coordinate, manage, and supervise others in accomplishing a set of predetermined goals and objectives. * Ability to communicate with the public, builders, contractors, and co-workers in an effective, tactful, and courteous manner. * Ability to establish and maintain effective working relationships with superiors, subordinates, and other Village employees. * Ability to answer inquiries and resolve complaints from the public, . builders, and contractors in an effective, tactful, and courteous mannner. * Ability to exercise sound reasoning and good judgement. * Ability to prepare meaningful, concise, and accurate reports. ! # Required Education/Experience/Certification/Registration ( * Certification as a registered Architect or Professional Engineer within the State of Ohio or eligible to obtain same within six (6) months. * Minimum of five (5) years experience in building design and con- struction or building inspection with a state certified building department. Such experience must be directly related to buildings or structures within the scope of the use groups regulated by the Ohio Basic Building Code. * Possession of Class I and Class II Certificates of Competency, as issued by the Ohio Board of Building Standards. ( A Class I Certi- ficate of Competency qualifies a person to be designated as build- ing official with responsibility for the overall administration of a certified building inspection department and enforcement of the Ohio Basic Building Code. A Class II Certificate of Competency qualifies a person to be designated as a plans examiner with the responsibility for the review of plans and specifications to deter- mine compliance with the provisions of the Ohio Basic Building Code.) NOTE: Incumbent of this position serves as building official and ~ plans examiner pursuant to Section 4101: 2-1-78 (A) of the Ohio Basic Building Code.
