WHEREAS, the Village of Dublin has contracted with F. Dan Boothe for a Northwest Quadrant Water Study; and WHEREAS, said report recommended a 16" waterline on Avery Road between Brand Road and Memorial Drive to improve water pressure; NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That the quotation of $ 5,850.00 from Bird & Bull be, and it hereby is, accepted, and Section 2. That the Acting Village Manager and Finance Director be, and hreby is, authorized to enter into a contract with said firm for design engineering for a waterline; and Section 3. That there be appropriated from the unappropriated balance in the Water Fund the sum of $ 5,850.00 to account E01-0S-SW-2S60 to meet the obligations of said contract. Section 4. That this Ordinance be, and the same hereby is, decl ared to be an emergency necessary to preserve the public health, safety and welfare and, therefore, shall take effect and be in force immediately upon its passage. The Village received two responses and reviewed the proposals. Evans, Mechwart, Hambleton & Tilton declined to submit a proposal after examining their work load. The two proposals received were: 1. Our firm is currently providing engineering services on various projects in the Village such as Llewellyn Farms, Llewellyn Corporate Park and have previously performed similar services on Village pro- jects such as Frantz Road and the extensions of waterline and sani- tary sewer to the Indian Road Meadow Development and the Shier- Rings Water extension. Therefore, we are very familiar with the local conditions and Village requirements. The project will be funded using all local monies. Each proposal should include, but is not limited to, the following information: 1 Name, address, and telephone number. 1 . 2. Names, qualifications and experience of prin- cipals and key personnel to be involved with the project. 3 . List of related projects. 4 . Name and telephone number of owner's represen- tative. 5 . This request for proposal has been developed to establish a scope of services, obtain a proposed engineering fee and pro- vide a means to compare, analyze and select the best proposal for the referenced project. This project consists of preparing construction contract plans and specifications to build approximately 3,100' of 16" water line on Avery Road connecting the existing watermain at Brand Road with the watermain currently under construction at Memor- i a 1 Drive. In addition, approximately 1000' of 1 2 " 1 in e , parallel to an existing 1 2 " 1 i ne , i s to be constl-ucted from the terminus of the proposed 16" line at Brand Road to the south on Avery Road to the proposed water tank sit e . E. , Inc. ( 2 ) The following miscellaneous items shall be included in the propos- a 1 : l. Preparation of one set of construction contract documents. 2 . Preparation of a construction cost estimate. 3. Preparation of descriptions for any required easements. Any subsurface investigation shall be the responsibility of the construction contractor. The project is to be designed using current Village of Dublin and City of Columbus construction and material specifications and Iv ill require approval of both munici- palities. This project is part of the solution to improve the low water pressure problems experienced by Dublin during periods of high demand. Therefore, it is important that this project proceed with a minimum of delay. It is desired that complete p r oj e c t plans and specifications be submitted within 45 days of the written notice to proceed.
