AN ORDINANCE TO ACCEPT A QUOTATION
FOR CONSULTING SERVICES TO PERFORM
THE TRANSPORTATION ELEMENT OF THE
COMMUNITY PLAN AND TO DECLARE AN
EMERGENCY.
WHEREAS, Council has requested that a Master Planning process be under-
taken; and
WHEREAS, the work to be performed will consist of gathering information
about existing traffic conditions as well as the forecasting of future
volumes; and
WHEREAS, the traffic counts must be taken immediately so that the work
may be completed by July 1;
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 6 of the elected members concurring:
Section 1. That the quotation of Traffic Engineering Services, Inc. , in
the amount not to exceed $10,500.00 for said services be, and hereby is,
accepted.
Section 2. That the Acting Manager be, and hereby is, authorized and
directed to enter into a contract with Traffic Engineering Services, Inc.
Section 3. That there is hereby appropriated from the unappropriated
balance in the General Fund to account AOI-04-4A-23S0 for Professional
Services the sum of $10,500.00 to cover the cost of said services.
Section 4. In order to preserve the health, safety and/or welfare of the
citizens of Dublin, that this Ordinance be declared an emergency and
shall take effect and be in force immediately upon its passage.

Re: Comprehensive Plan
Dear Pat:
Please consider this letter as my proposal to perform the
transportation element of your comprehensive plan. The scope
of the work will cover the items listed 1n your letter of
January 23, 1987.
There will t.e three maJor elements to the work. The first
will be the "Status of the CorrmlUlii ty l<.eport" . The \york 1n
this element will consist of gathering information about
existing traffic conditions. This will include 24 h ,') u r

intersections on SR 161,and a capacity analysis of these
intersections.
Using the count data a traffic flow map will be prepared to
use 1n presentations to the community and for later use in
the final plan.

the staff to accurately forecast traffic from ~)roposed
residential uses.

Forecasts. Using the C1 ("J t G J a t 11 (~ t- (2 d l.n the first phase of :~he
report future traffic volumes will be forecasts. The t2~rget
year will be 2010 or a year selected by the village. The
basis for this forecast will be land use data supplied bv

the village. This 1.S a very important element Slnce
existing forecasts do not reflect the kind of growth that is
occurring in the Village.
The fo:::ecasts will also be presented ].n the form of a
traffic flow map which can be used for presentation to the
public.

The last maJor element of the plan will be the Plan
Preparation. Unlike some previous plans this plan will focus
primarily on how to implement the short term transportation
needs of the Village and how to monitor growth.
Typical guidelines that are used to determine when roadway
widening should occur are based solely on traffic volumes
and do not include community values. As part of the study
guidelines for street widening will be developed which will
also include community values. This will attempt to reflect
and quantify the fact that 1n some cases the community my be
willing to accept high levels of congestion rather than
construct addition pavement which may be disruptive to the
community.
The time necessary to implement a construction project can
be very long. The report will identify several funding
options available to the village and describe the process
involved and the time needed obtain funding, prepare plans
and construct a project.
Because of the rapid growth of the village, and the time it
takes to construct roadways, it 1S critical that a
monitoring program be established so the staff can adjust
the capitol improvement_s program to reflect the changing
needs. This monitoring program will consist of monitoring
construction permits and a regular program of traffic
counts.
It 1S my understanding that any text and exhibits prepared
as part of this study will be combined with other materials
1n the final report. For that reason I have not included any
costs for reproduction and printing except for review copies
and any materials and exhibits used at the public hearings.
On.ce I have received notice to proceed I can irranedlately
start to work on this project.
As we discussed, my fee for the work described above will be
a lump sum of Ten Thousand Five Hundred ($10,500) Dollars.
You will be invoiced monthly bused on the percentage of work
completed. Paymenj- 'yo' 1 1 ] be due within 30 days of receipt of
the invoice.
