WHEREAS, Council has requested that a search for Village Manager be conducted; and WHEREAS, a proposal has been received to provide consulting services for said search. NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the quotation of Organizational Resources Group in the amount of $ 7,000.00 be, and hereby is, accepted, Section 2. That the Acting Village Manager and Finance Director be, and hereby is, authorized to enter into a contract for the said services, Section 3. That there be appropriated from the unappropriated balance in the General Fund to account A01-07-7A-234B for Professional Services the sum of $ 7,000.00 . Section 4. That this Ordinance be declared an emergency necessary to preserve the public health, safety and welfare and therefore shall take effect and be in force immediately upon its passage. Z~ Clerk of Council - ORGANIZATIONAL RESOURCES GROUP PROPOSAL TO COUNCIL OF THE VILLAGE OF DUBLIN ASSISTANCE TO THE SEARCH PROCESS FOR VILLAGE MANAGER INTRODUCTION Organizational Resources Group submits the following Proposal for professional services in support of Village Council's process for selecting a Village Manager. This Proposal and the process it outlines is predicated upon Council's expressed desire to conduct a sufficiently wide search to assure that you'll have a field from which to select which includes the finest professional municipal administrators possible. PROCESS Based on extensive experience in the field of executive selection for public organizations, Organizational Resources Group proposes the process depicted in Figure 1. This process is intended to take advantage of the opportunity Dublin now has to sample opinion inside and outside the Village organization about the qualities desired in your next Village Manager. Any change in executive leadership is an important transition. However, in Dublin's case a number of circumstances make this transition particularly significant. The fact that you have been fortunate to have a person of Mr. Sheldon's caliber in Dublin's service for so many years coupled with the rapid change which has characterized recent years, marks this transition as uniquely important to Dublin's future. The process outlined in Figure 1 is intended to create a context for the search which recognizes that significance. It recognizes, too, the contribution which can be made to the quality of that decision through wide participation in the process leading to it. ASSUMPTIONS This Proposal assumes that Organizational Resources Group will receive all applications and screen them against criteria developed in Phase 2, Requirements Definition, of the Process. ORG will check candidate references and write narratives briefly summarizing each finalist's "fit" with the profile developed in Phase 2. ORG will not recommend a single candidate but will present a short list of suitable candidates from which Council will select for interviews. The Proposal assumes that ORG will have one point of contact with Dublin Village Council and that the designated member of Council will chair the Search Committee and be reasonably available to ORG personnel as the needs of the process dictate. ~ Figure 1. PROPOSAL BUDGET Organizational Resources Group personnel will provide the professional services necessary to assist Village Council in carrying out the steps outlined in Figure 1. Council will provided logistical support for the Search Committee by arranging for clerical services to schedule meetings and such candidate-related tasks as arranging travel and assembling and mailing informational packets describing Dublin and its Village government to finalists. Services under this proposal will be provided for an amount not to exceed Seven Thousand Dollars ($7,000) calculated on an actual time committed basis. Periodic statements will be provided and will be payable within twenty days of receipt.
