AN ORDINANCE TO ACCEPT A QUOTATION
FROM AN ENGINEERING FIRM TO LOCATE
AND IDENTIFY SOURCES OF INFLOW AND
INFILTRATION IN THE DUBLIN SEWAGE
SYSTEM.
WHEREAS, inflow and infiltration into the Dublin Sanitary Sewer System
is at an unacceptable rate; and
WHEREAS, Council desires to take further steps to investigate the
problem;
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the quotation of Floyd Browne Associates, Limited, in
an amount not to exceed $12,000.00 for said services be, and hereby is,
accepted.
Section 2. That the Village Manager and Finance Director be, and they
hereby are, authorized and directed to execute a contract with the
said Floyd Browne Associates, Limited.
Section 3. That there is hereby appropriated from the Sewer Fund, to
the account of E02-05-5J-2300 the sum of $12,000.00 to meet the obliga-
tions of the contract.
Section 4. That this Ordinance shall take effect and be in force from and
after the earliest period allowed by law.

Subject: Proposal for Engineering Services to Locate and Identify Sources
of Inflow and Infiltration (III) in the Village's Wastewater
Collection System
In accordance with your discussion on January 1 5 , 1987, with Rex
Katterheinrich, Floyd Browne Associates, Inc. (FBA) is pleased to submit a
proposal to provide engineering services to locate and identify sources of
(III) in the wastewater collection system which serves the Village of Dublin
(CLIENT) .
The services to be performed by FBA in accordance with this proposal include
the following tasks:
1 . Review the report prepared by FBA for the CLIENT (date
January 27, 1987) which discusses the findings of a smoke-
testing program performed in Dublin during the period
December 29, 1986 to January 9, 1987.
2. Perform flow monitoring and flow isolation in the Village's
sanitary wastewater collection system to locate and identify
areas within the system which display that they allow in-
filtration and inflow of storm water to enter the wastewater
collection system.
3. Discuss the findings of the flow monitoring and flow isola-
tion with the CLIENT and jointly decide which areas of the
Village's collection system should be smoke tested to locate
and identify sources of III in the system.

4. Perform smoke testing on identified sections of the collec-
tion system. Record detected inflow sources by means of
photographs identifying areas where smoke was emitted.
Currently available maps and drawings will be used to record
inflow sources.
5. Prepare and deliver to the CLIENT eight (8) copies of the
letter report which will summarize the inflow locations, and
will include estimated inflow quantities of defined sources.
The report will also include recommendations for subsequent
testing or investigation (ie.; flood dye testing, subsurface
televising) which should identify sources of
inflow/infiltration.
6. . (1) copy of the field data
Provide the CLIENT with one
sheets and photographs acquired during the smoke-testing.
This proposal is made with the understanding that the CLIElrr will:
1. Coordinate with FBA to determine exactly which sewer lines
in the Village of Dublin should be tested during this inves-
tigation.
2. Provide adequate access to all manholes required in the per-
formance of the work by making CLIENT personnel available to
locate and open manholes upon the request of FBA.
3. Provide all available engineering data and other information
that may be useful in the performance of the engineering
services.
4. Make all provisions for notifying citizens through the news
media, handouts, mailings or other means, regarding the
schedule for smoke testing.
5. Make all provisions for FBA to enter upon public and
private lands as required to perform the engineering serv-
ices.
6. Designate in writing a person to act as the CLIENT's repre-
sentative with respect to the work to be performed.
7. Provide traffio control in areas of high traffic density, to
insure the safety of field crews as well as passing
motorists. Said traffic control shall be provided as deemed
necessary by FBA.
Our fee for the services described above will be invoiced on a time-and-
expense basis with personnel assigned to the project billed at the hourly

rates shown on the attached Billing Rate Chart, plus out-of-pocket expenses.
We estimate the cost will not exceed Twelve Thousand Dollars ( $12,000) j this
amount will not be exceeded without an increase in the scope of work and prior
~ written approval of the CLIENT.
