AN ORDINANCE AMENDING SECTIONS
181.02 and 181.15 OF THE CODIFIED
ORDINANCES OF THE VILLAGE OF
DUBLIN, OHIO TO INCREASE THE IN-
COME TAX RATE TO TWO PERCENT (2%)
PER ANNUM AND TO PROVIDE THAT
ONE-HALF PERCENT (1/2%) BE USED
ONLY FOR CAPITAL IMPROVEMENTS,
AND PLACING THESE AMENDMENTS
BEFORE THE ELECTORS IN NOVEMBER,
1987 AND DECLARING AN EMERGENCY.
WHEREAS, a committee was formed to discuss finances for the Village of
Dublin; and
WHEREAS, that committee has recommended to Council that the Village income
tax be increased from one percent (1%) per annum to two percent ( 2/0)
per annum; and
WHEREAS, the committee further recommends that one-half percent 1/ 210)
of the increase be set aside in a Capital Improvement Fund to be used
exclusively for capital improvements; and
WHEREAS, passage of this ordinance as an emergency is necessary so as to
comply with the State's election deadlines for a November 3, 1987
election.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 7 members concurring, that:
Section 1. Section 181.02 is hereby amended to change the income tax
rate from one percent (1%) per annum to two percent (2%) per annum.
Section 2. Section 181.15 (a)(b)(c)(d) shall be amended to read as
follows:
A. One and one-half percent (1~%) of the tax revenues shall be used
as follows: ,

1. Such part thereof as shall be necessary to defray the cost
of collecting the taxes I
levied by this chapter and enforcing
the provisions hereof.
2. Such part thereof as Council may deem appropriate to the
General Fund for the purpose of paying the cost of General
Municipal obligations.
3. Such part thereof as Council may deem appropriate for the
purpose of paying the cost of maintenance of, and the purchase
of new equipment, motorized or other.
4. Such part thereof as Council may appropriate for the purpose
of paying the cost, acquisition, construction, repair and/or
maintenance of streets.
B. One-half of one percent ( ~/o) of the tax revenues shall be trans-
ferred to a Capital Improvement Tax Fund and used exclusively for
capital improvements.
Section 3. This increase in the tax rate established in Section 1 above
shall be effective January 1, 1988 provided that the same
is approved by a majority of the voters at an election to be held on
November 3, 1987 .
Section 4. The Village Clerk is hereby directed to file a certified
copy of this ordinance with the Board of Elections for Franklin County,

Ohio, with the request that said Board place the question of whether
the additional one percent (1%) per annum income tax as set forth in
Section 1. above should be approved on the ballot during the election
to be held November 3, 1987 .
Section S. This ordinance is hereby declared to be an emergency measure
and shall be in full force and effect upon passage and approval by the
Mayor in order to meet a real and present emergency in the operation of
the Village government.
