O. ~ Form No. 2806-A Ordinance No. ____2_J-_8_Q______ Passed ______ u__ _____________ ___19__ - AN ORDINANCE TO ACCEPT THE LOWEST/ BEST BID FOR A POST ROAD WATER MAIN IMPROVEMENT, AUTHORIZING THE MANAGER AND FINANCE DIRECTOR TO EXECUTE A CONTRACT; APPROPRIATING FUNDS FOR SAME AND; DECLARING AN EMERGENCY. WHEREAS, pursuant to required advertising, bids have been re- ceived for a Post Road Water Main Improvement and; WHEREAS, Council has determined that the bid of N.M. Savko & Sons, I nc . , in the amount of $59,512.25 is the lowest/best bid; NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, Ohio, State of Ohio, 7 of the elected members concurring: SECTION 1. That the bid of N.M. Savko & Sons, I nc . , for the completion of the Post Road Water Main Improvement in accor- dance with the specifications presently on file in the office of the Village Engineer be, and hereby is, accepted. SECTION 2. That the Village Manager and Finance Director be, and they hereby are, authorized and directed to execute a contract with the said N.M. Savko & Sons, I nc . , for the com- pletion of said Water Main Improvement. SECTION 3. That there be appropriated from the unappropriated balance in the Water Fund, the sum of $59,512.25 to the account E 01-05-5W-2560 for the completion of said Post Road Water Main Improvement under this contract. SECTION 4. Warner, Village Engineer SUBJECT: Bids on Post Road Water Main Improvements DATE: March 25, 1986 On Tuesday, March 25, 1986 at 11:00 A.M. I opened bids on the above referenced project. The bids received were as follows: 1. Nickolas M. Savko & Sons, Inc. $59,512.25 2. R. E. Holland Excavating Company $61,667.50 3. Jack Conie & Sons $62,481.50 The engineer estimate of cost was $58,500.00. The low bidder is only 1.73 per- cent over the engineer's estimate. Therefore, after reviewing the bids I recommend the award be made to Nickolas M. Savko & Sons, Inc. , being the lowest and best bid at $59,512.25. Respectfully, Bruce H. Warner Village Engineer BHW: fmu ,- MEMORANDUM TO: Councilmembers FROM: Sherman Sheldon - Village Manager RE: Water Main Improvement - Ord. No: 23-86 DATE: March 26, 1986 Although Council has not officially discussed proposed Capital Improvements for 1986 as yet, I instructed Mr. Warner, the Village Engineer, to proceed to advertise this project for two ( 2 ) basic reasons: 1. It would be financed and paid for from existing Water funds and not from the "discretionary" un- appropriated funds from the General Fund. 2. The impact of the improvement, in that, it would consist of constructing a waterline from the Booster Station on Post Road, back to Coffman Road to take Coffman Road flows off the low pressure side and put them on the high pressure side. This would complete the Loop and effectively put the School, Hemingway, Shannon etc., on the Water Tower for higher pressure and fire purposes if required. For these two ( 2 ) reasons, I respectfully request that Council enact the ordinance as emergency legislation so we can proceed with this important "looping" project.
