AN ORDINANCE CREATING THE POSITION OF ADMINISTRATIVE ASSISTANT TO THE MANAGER, ELECTRICAL INSPECTOR AND BUILDING CUSTODIAN AND AUTHORIZING THE MANAGER TO APPOINT SAME AS PRESCRIBED IN SECTION 5.04 (B)(1) OF THE VILLAGE CHARTER. WHEREAS, Council is of the opinion that these positions are necessary for the effective day-to-day operating of the Village NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio, 7 of the elected members concurring SECTION 1. That there is hereby created the position of ADMINISTRATIVE ASSISTANT TO THE MANAGER, the position of ELECTRICAL INSPECTOR and the position of BUILDING CUSTODIAN for the Village of Dublin, Ohio. SECTION 2. That the Village Manager is hereby authorized to interview and investigate applicants for said positions prior to any appointments per Section 5.04 (B) ( 1 ) of the Dublin Village Charter. SECTION 3. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law. Passed t~ day of April , 1986. In addition, I have authorized Mr. Warner to advertise for an Electrical Inspector. As previously stated, I believe that all three ( 3 ) positions will be beneficial to the Village. Electrical inspection fees will more than offset the salary and fringes related to the Inspector position. If Council concurs that the positions are beneficial, I would respectfully request that Ordinance No: 21-86 be enacted as emergency legislation so these positions can be filled at our earliest opportunity. ADMINISTRATIVE ASSISTANT TO THE MANAGER -------~---~- GENERAL DESCRIPTION OF POSITION AND DUTIES: This is responsible administrative work involving assistance to the ~'lanager and includes relieving the Manager of some assigned responsibilities. Much of the work involves planning and coordinating action, on which policy has been determined, with department heads, other governmental agencies and representatives of other organizations. The Administrative Assistant receives direction from the Manager in the form of oral or written instructions outlining the scope of major assignments. EXAMPLES OF WORK: (illustrative onl ) - Per orms t e uties 0 Personne Director and conducts annual employee evaluations and maintains all related daca. - 1'1anages all Insurance matters including preparation of bid specifications, advertising, opening of bids and maintenance of policies and all records pertaining to claims, etc. - General office and building management relative to placement or personnel, building maintenance, acquistion of furniture and fixtures. - Confers with the tvIanager to ascertain basic municipal policies. - l{epresents the Village on local or regional organizations a" c .:> directed or approved by the Manager. - Directs research and preparation of reports on work projects assigned by the Manager such as Capital Improvements and other special studys. - Directs research and preparation of reports on work procedures, organization and operating methods. - Performs related work as assigned. EDUCATION/EXPERIENCE REQUIRED: - - Graduation from a four year college or university, preferably in business administration. - Prefer some experience in local or state government and would consider applicants who have completed an internship in these categories. - Prefer that applicants have some knowledge of municipal administration concerning basic principles applied in the development and management of municipal organizations. - Ability to establish and maintain good working relationship with officials, employees and the general public. - Good verbal and written communication skills - Ability to analyze a variety of possible administrative problems, to make sound recommendations as to their solution, and to prepare working procedures. - Good judgement. - Dependabil i ty. Examples of Work: (illustrative only) Issues electrical permits. Maintains all necessary files and records. Performs electrical inspections. Performs related work as required. Education/Experience Required: High School, G.E.D. or equiv2lent certificate required. At least two (2) years experience as an electrical inspector. Hold a valid certificate of competency, issued by the Board of Building Standards. Desirable Traits: Good verbal and written communication skills. BUILDING CUSTODIAN GENERAL DESCRIPTION OF WORK: Performs all related duties pertaining to cleaning and maintaining Dublin Village Administrative offices and Police facilities and building grounds. EXAMPLES OF WORK: Cleans all facilities, dusts, vacuums, washes windows, mops floors, waxes floors, polishes furniture, cleans carpet, washes or paints walls, cleans walks, cleans grounds, maintains flower beds, etc. KNOWLEDGE SKILLS AND ABILITIES: Ability to read and write, ability to use ordinary appliances or tools such as vacuum cleaner, mops and other cleaning devices. Ability to carry out oral or written instructions regarding cleaning and related duties.
