AN ORDINANCE ACCEPTING THE LOWEST
AND BEST BID FOR THE MUNICIPAL
PARKING LOT, AND AUTHORIZING AND
DIRECTING THE CITY MANAGER TO
EXECUTE A CONTRACT FOR THE
PROJECT
WHEREAS, after advertising, receiving bids and opening said bids on
February 13, 1990, for the Municipal Parking Lot Project; and,
WHEREAS, Council has determined that the lowest and best bid for said
project is from the Strawser Paving Company in the amount of $103,483.00;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the bid from Strawser Paving Company in the amount of
$103,483.00 be, and hereby is, accepted.
Section 2. That the City Manager be, and hereby is, authorized and
directed to execute a contract with the Strawser Paving Company for
completion of said project pursuant to the bid specifications and
documents on file in the Offices of the Planning Department.
Section 3. That this Ordinance shall take effect and be in force
immediately upon its passage.

SUBJECT: Municipal Parking Lot Bids
On February 13, 1990, bids were opened for the Municipal Parking Lot Project.
Four bids were submitted. The lowest bidder was Strawser Paving with a bid of
$103,483.00. This bid is approximately $22,000 less than the engineer's
estimate.
Strawser Paving has been in business since 1954. They have completed asphalt
paving projects ranging in size from small patching jobs to large highway
overlays. Strawser Paving was the contractor for Llewellyn Farms Park in
Dublin and has performed work for Ohio State University, Columbus Recreation
and Parks, the City of Worthington and the City of Grove City.
Staff is recommending that the Municipal Parking Lot contract be awarded to
Strawser Paving.
The bids were opened this month so that construction could begin as soon as
possible this year. It was the intent to have all the necessary site work
finished in time for the opening of the asphalt batch plants on April 1.
Based on a three reading schedule, construction cannot begin until the end of
May. Moreover, the bids are only valid for 60 days after which time the
chosen contractor may choose not to honor the bid as originally proposed. As
this is the case, I respectfully request that Council at minimum adopt
e~rgency legislation at anyone of the three reading dates.
