Bowers 1,11\1 Staff Report Dublin Planning and Zoning Commission September 10, 1987 Page Two 2. Rezoning Application Z87-007 - Eiterman Road A. The site is the developable portion of a very recent annexation of 11 acres to Dublin. It is currently zoned in the R, Rural District as this is the closest equivalent to its previous zoning in Washington Township. It is in an area which has long been slated for industrial usage. The property is approximately midway between Post Road and Shier-Rings Road. The surround- ing area is still predominantly undeveloped and under cultivation. However, there have been office and industrial developments in the area, the largest of which is Adria Laboratories. The property immediately to the west is zoned RI, Restricted Industrial, with the balance of property that is with- in Dublin zoned R, Rura 1. All of the property south of the site is still in Washington Township. B. The applicant originally requested a rezoning to the LI, Limited Industrial District. However, the range of permitted uses is very broad within that classification, and the applicant has no interest in the heavier and more objectionable uses within that zone. He has agreed to pursue the RI district and to pursue Conditional Use approval, as provided for within the RI regulations, where necessary as the property develops. The site will have access to the sewer line installed for his development. Street access is via relocated Eiterman Road, where the site has almost 600 feet of frontage. C. The applicant has submitted two options for development. One would split the tract into two parcels of 4.3~ acres apiece. The second option would involve the construction of a cul-de-sac and provide four parcels of about 1.7 acres apiece for development. This is an area which is appropriate for light industrial, warehouse and distribution uses. Either development proposal presented should yield a project which is compatible with Dublin's long-term plan for the area. The Restricted Industrial classification is supported by Staff. Conditional Uses will need to be examined individually, but those which contribute to an overall development of light or clean industrial usage for the area might well be accomodated in conjunction with appropriate development standards. Slides of the site and area were shown. This property was just recently annexed to Dublin and is zoned R, Rural, and the applicant is asking for RI, Restricted Industrial. This would allow them to split the acreage into four developable parcels with a cul-de-sac. Conditional Uses for these parcels will need to be examined individually by both the Planning Commission and the Board of Zoning Appeals. Mr. Vic Ireland of Faber-Ireland made his presentation and discussion on the tenants followed. Mr. Grace made a motion that the rezoning application be approved and Mr. Geese seconded the motion. Roll was called and the vote was as follows: Mr. Jezerinac, yes; Mr. Berlin, yes; Mr. Grace, yes; Mr. Amorose, yes; Mr. Geese, yes. Motion to approve carried. 3. Preliminary Plat - Dublin Village Center (South) Mr. Bob Darragh showed slides of the site and surrounding area. Mr. Pat Bowman summarized Staff Report and stated that the primary objective tonight is to get the Commissions preliminary approval of the roadway so that the applicant can bring other applicants forward. The Reserve parcels and out lots will also be discussed. Mr. Bob Apel and Mr. Ben Hale made the presentation for the applicant. Traffic studies, street names, easements, curb cuts, right-of-ways, engineering, and the different Phases, was discussed. Mr. Geese made a motion to accept the Preliminary Plat with the follpwing conditions: (with an amendment from Mr. Grace) 1- That all plat approvals will be pending until the engineering is reviewed and approved, including curb cuts. 2. Reserves G & H at the intersection of Banker Drive and Sawmill Road be eliminated and that remain right-of-way. 3. Reserve E must be limited to the development of offices with a maximum gross floor area of 11,000 sq. ft. 4. All access points will be approved with the individual development plans. s. The curb cut on West Dublin-Granville Road west of Dublin Center Drive must be right in and right out only; engineering plans include a left turn lane on W. Dublin-Granville Road (acceleration and deceleration lanes) as pe r the traffic study committment. Mr. Berlin seconded the motion.
