OF THE "CITY COMPENSATION PLAN" (ORDINANCE NO. 13-89), AND DE- CLARING AN EMERGENCY WHEREAS, Council believes that the needs exists for a new Director of Development position within the Department of Deve1oprrent; and, WHEREAS, Council believes that said position is necessary to enhance the operational effectiveness and efficiency of the Department of Development; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That a new Director of Development position within the Department of Development is hereby authorized. Section 2. That Section 2.A. (pay ranges) of the "City Compensation Plan" (Ordinance No. 13-89)be amended to include the following classi- fication title and pay range: Classification Pay Range Director of Development $42,000 - $57,000 Section 3. That an amendment to the appropriations shall be submitted at the time the aforementioned position is filled and the annual salary and the benefit costs have been determined. Section 4. That this Ordinance be, and hereby is, declared to be an emergency measure necessary for the preservation of the public health, safety and welfare, and for further reason that the recruitment and selection process for said position needs to be initiated immediately; therefore, this ordinance shall take effect and be in force immediately upon its passage. Hansley, City Manager SUBJECT: New Director of Development Position within the Department of Development DATE: June 2, 1989 BY: David L. Harding, Director of Personnel & Purchasing Attached for your consideration please find Ordinance No. 50-89 authorizing a new Director of Development position within the Department of Development. Also attached for your reference is a copy of the City of Dublin Functional Table of Organization, adopted by an Ordinance of Council (No. 19-89) on February 21, 1989. A formal job description will be provided for Council's reference at the Council meeting on Monday, June 5, 1989. The concept of creating a Development Director position was addressed and discussed by Council during our goal setting meeting on February 4, 1989 and the establishment of a Development Department was formally adopted by Council through the adoption of the new Functional Table of Organization via Ordinance No. 19-89, passed by Council on February 21, 1989. The primary focus of this position is expected to be the overall coordination, management, and direction of the organizational functions, operations, and resources of the Division's of Planning and Engineering & Building, especially as they impact the high priority capital improvement projects facing the City presently and in the future. The incumbent of this position will be expected to exercise maximum independent professional, technical, and managerial judgement, discretion, and authority and operate within the framework of broad, general policy guidelines as determined by the City Manager. The incumbent will be expected to confer with the City Manager on matters of major significance and importance. The required professional qualifications for this position will probably be similar to the following: *Bachelors Degree in Business Administration, Political Science, Government, Public Administration, or other related field. *Masters Degree in Public Administration with an emphasis in Economic and Community Development, City & Regional Planning, or other related subject area. *MinimUID of seven (7) years senior management-level Planning, Economic & Community Development, or other related experience, within a municipal government environment. Please note that Ordinance No. 50-89 has been introduced as emergency legisla- tion. With the variety of critical capital improvement projects facing the City presently, and in the very near future, I believe that it would be in the best interest of the City to fill the position as expeditiously as possible and in order to do so, the recruitment and selection process needs to be initiated immediately. DLH/mc Attachment ~ (Est. 6-5-89) CITY OF DUBLIN CLASSIFICATION DESCRIPTION DIRECTOR OF DEVELOPMENT General Description of Classification & Duties Under the broad, general, managerial direction of the City Manager, the Director of Development is responsible and accountable for the general coordination, management, and direction of the organizational functions, operations, and resources of the Division's of Planning and Engineering & Building. The Direc- tor of Development directs the City's efforts and activities necessary to achieve the broad policy goals and objectives of the City in the area of eco- nomic and community development. The Director of Development exercises maximum independent professional, managerial, and technical judgement, discretion, and authority and functions within the framework of the Dublin Charter, all applic- able codes, ordinances, rules, regulations, and policy guidelines of the City Manager. The Director of Development is the direct, immediate superior over the Director of Planning and the City Engineer and provides general managerial direction to said Division Heads. A primary responsibility of the Director of Development will be the overall direction, coordination and management of the functions, operations, and resources of the Division's of Planning and Engineer- ing & Building as they impact the capital improvement planning & budgeting process as well as the actual completion of the projects identified in the budgeting process. Examples of Work (Illustrative Only) * Directs, manages, coordinates, and evaluates the effectiveness of functions and operations within the Division's of Planning and Engineering & Building. * Formulates and develops plans, policies, procedures, goals, objectives, and regulations necessary to achieve an effective level of organizational perfor- mance within the Division's of Planning & Engineering & Building. * Prepares annual operating budget for the Development Department:. * Determines and projects personnel, equipment, facility, material and supply needs and makes appropriate recommendations to the City Manager. * Researches and implements new methods and procedures to strengthen and improve relations with developers. * Functions as liaison between the City and developers, assisting and advising said developers regarding the preparation of presentations and proposals to the Dublin Planning & Zoning Commission and/or Dublin City Council. * Functions as liaison to the Community Improvement Corporation. * Reviews all development proposals, meets with developers to discuss said development proposals, and negotiates with said developers, on behalf of the City Manager, regarding the terms and conditions of such development. * Makes administrative/managerial decisions regarding the interpretation and application of applicable codes, ordinances, and regulations. * Directs, coordinates, and manages the capital improvements planning, budget- ing, and construction process and ensures completion of capital improvement projects within pre-determined time frames. Classification Description Page 2 Examples of Work (Illustrative Only) (Continued) * Directs public relations and promotional efforts to attract new commercial and residential development to the City; directs the dissemination of information concerning commercial, residential, governmental, educational, cultural, recreational, and other advantages and attractions of the City. * Ensures the accomplishment of pre-determined City and Depa-rtmental policy goals & objectives within specified time frames. * Prepares and submits complex, technical administrative reports to the City Manager regarding all related development issues. * Maintains an awareness and remains current with the latest issues and develop- ments within the field of economic and community development. * Directs subordinate administrative/managerial personnel in the use and coor- dination of planning and engineering consultants. * Directs and coordinates planning and building & engineering staff support to the Planning & Zoning Commission, Board of Zoning Appeals, and Architectural Review Board. * Attends and delivers speeches at various professional association conferences, seminars, & meetings and at various community service and civic association organizational meetings. * Attends City Council meetings when required by the City Manager. * Performs other related duties as assigned by the City Xanager.
