Form No. 30043 11 i Ordinance No. 56 -04 Passed 20 AN ORDINANCE AMENDING THE ORGANIZATIONAL STRUCTURE OF THE CITY OF DUBLIN AND ADOPTING A NEW CITY OF DUBLIN ORGANIZATIONAL CHART WHEREAS, the City Manager has recommended that the organizational structure of the City of Dublin be amended, as reflected in attached "Exhibits A and B," and WHEREAS, the proposed amendments are designed to achieve Council's strategic vision regarding the future economic development of the City of Dublin; and WHEREAS, Council has determined that the proposed amendments to the City of Dublin organizational structure will help ensure the future economic growth and stability of the City of Dublin; and WHEREAS, Council has determined that a new Organization Chart for the City of Dublin should be adopted; NOW, THERFFQRE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 't of the elected members concurring: Section 1. That the organizational structure of the City of Dublin is hereby amended, as reflected in attached "Exhibit A ". Section 2. That a new "City of Dublin Organizational Chart", as depicted in "Exhibit B" is hereby adopted. Section 3. Harding, Director of Human Resources -W SUMMARY Re: Ordinance No. 56 -04 Amending the City of Dublin Organizational Chart Over the past several weeks, Marsha Grigsby, Deputy City Manager/Director of Finance, Dave Harding, Director of Human Resources, and I have been working together to develop a future vision for the City's Economic Development function and the position of Economic Development Director. Council's recent discussion regarding the Economic Development Strategy update has identified that our future success as a community will be driven by a heightened strategic focus on economic development. In conjunction with my recommendation to elevate the economic development function to a more strategic level within the organization and re- define the role for Dana McDaniel, Deputy City Manager, to encompass Economic Development, Staff is proposing certain amendments to the City's organizational structure. In that regard, attached for your consideration is Ordinance No. 56 -04, amending the City of Dublin Organizational Chart. Attached are two organizational Charts labeled "Exhibit A" and "Exhibit B ". "Exhibit A" depicts the proposed changes (shown in red) in structure and "Exhibit B" shows the "City of Dublin Organizational Chart" as it would be published following passage of Ordinance No. 56- 04. Under the proposed change in organizational structure, the present Division of Economic Development would be relocated from the Department of Finance and be elevated to a "Department" status under the direction of a Deputy City Manager/Department Director. In addition, several strategic initiatives would be aligned with the re- defined Deputy City Manager/Director of Economic Development role. These strategic initiatives would include electric and gas aggregation, DUBLINK, and telecommunications technology, which all have a critical impact on future business growth in the community. These strategic initiatives are a natural "fit" within the Economic Development Department. Passage of the attached legislation will elevate the strategic importance of the Economic Development function within the organization and will help ensure accomplishment of Council's vision regarding the future economic growth and stability of the City of Dublin. RECOMMENDATION Staff recommends adoption of Ordinance No. 56 -04.
