Form No. 30043 d' 33-89 (Amended) d Or mance NO.n...nnnnn.....n Passe . mnnn. mnmm ... nnnmm..m19 AN ORDINANCE AMENDING ORDINANCE NO. 40-87 TO INCREASE THE COST TO PROVIDE POLICE DISPATCHING SERVICES~ AND DE- CLARING AN EMERGENCY WHEREAS~ the City of Dublin has entered into an agreement with the Perry Township Board of Trustees to provide various communications, clerical and other services for the City's Police Department; and, WHEREAS, the Board of Trustees has requested that the City review said agreement and consider raising the monthly payment for these services; and, WHEREAS~ it is the opinion of the Council of the City of Dublin, Ohio, that it is in the best interest of the City to continue this agreement until approximately June 1, 1989; and WHEREAS, the City Council of the City of Dublin has reviewed the request for an increase in this service fee and have determined that a 50% increas is justified; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 4 of the elected members concurring: Section 1. That the City Manager is directed to execute an amendment to t e agteement authorized under Ordinance No. 40-87 to increase the monthly fee from $3,166.67 per month to $4,750.00 per month, said increase to be retroactive to January 1, 1989. Section 2. That this Otdinance be, and it hereby is, declared to be an emergency necessary for the preservation of the public health, safety and welfare, and that this Ordinance shall take effect and be in force immediately upon its passage. Hansley, City Manager~~~~~~~ SUBJECT: Proposed Amendment to Contract with Perry Township for Dispatching Services DATE: April 13, 1989 Summary and Action Recommended The attached legislation would authorize the City Manager to renegotiate our current contract with Perry Township for dispatching services to provide for a 50% increase in monthly fees effective April 1, 1989 to continue until the contract is cancelled on or about June 1, 1989. The Township Trustees were requesting Council's consideration for a much larger increase, but after review by Staff and Safety Committee, a 50% increase is the most that can be recommended at this time. Issue - Currently the Police Division is moving ahead with its Council authorized plan to implement a full service dispatch operation by approximately June 1, 1989. The City is currently paying Perry Township $3,166.00 per month for these services. In January of 1989 the trustees contacted the City Administration and requested a major increase to approximately $9,000.00 per month. Their primary justification for this large increase is that they feel they have been subsidizing the dispatching services for the past several years by not fully allocating these costs. One justification that they gave was that the police levy tax revenues from the "gray area" were being used in part for dispatching services. With the police levy cancellation to eliminate the double taxation issue, they felt a strong need to readdress the way the costs have been determined. Subsequent to that letter Chief Ferrell and I met with Dick Byrd and he agreed to adjust the requested figure down by approximately $2,000.00 per month. That still would have resulted in a very high percentage increase compared to our present costs. When the Safety Committee recently discussed this matter, they asked that Staff look at our current figure and the requested figure from the Township and determine a more appropriate increase based on past history. In reviewing the history of rate increases for these services it is interesting to note that in 1971 we were paying $80 per month compared to the 1987 rate of $3,166.00 per month. The highest increase during that period of time was 32%, and the most recent increase from 1985 to 1987 was a 27% increase. Therefore, in the interest of continuing a good working relationship with our neighboring community, the City Administration is recommending a 50% increase to assist with a smooth transition between the contrac-t service and the implementation of our own dispatching center. Perry Township - Dispatching Services Page Two Conclusion The attached legislation would allow for the City Manager to amend the current contract for dispatching services and would authorize a 50% inc:rease in the monthly rate. It would also allow for the Manager to notify th(~ trustees of our intent to cancel the contract on or about June 1, 1989, and to continue on a month-to-month basis until that time. The City Administration along with the Safety Committee feels that this is the maximum rate increase that can be considered at this time; primarily due to the fact that we were notified in January after the final budget had been prepared and the feelinq that an increase greater than 50% is not justified at this time.
