Form No. 2806-A Ordinance No. __m~f)~~~___m__ Passedm_ __ ____________________m__m________m_19_______ AN ORDINANCE AMENDING SECTION 35l.04(e), (MANNER OF PARALLEL PARKING; HANDICAPPED PARKING) OF THE CODIFIED ORDINANCES OF THE CITY OF DUBLIN, OHIO TO PROVIDE FOR FREE-STANDING HANDICAPPED PARKING SIGNAGE AND DECLARING AN EMERGENCY. WHEREAS, Council recognizes the importance of identifying handicapped parking spaces throughout the City, and; WHEREAS , weather conditions can make it impossible to identify handi- capped parking spaces which are designated only by ground painted markings, and; WHEREAS, it is Council's desire to correct this problem by requiring all handicapped parking spaces, whether on public or private property, to be marked by free-standing identification signs, and; WHEREAS, Section 351.04(e) , which mandates handicapped parking on Municipally owned or controlled property, does not require that such spaces be marked with free-standing signage. NOW, THEREFORE , BE IT ORDAINED by Council of the City of Dublin, State of Ohio, 6 members concurring that: Section 1. Existing Section 351.04(e) of the Codified Ordinances of the City of Dublin, Ohio, is hereby amended to read as follows: Special parking locations and privileges for handicapped persons shall be provided and designated by the Municipality and all agencies and instrumentalities thereof at all offices and facilities where parking is provided, whether owned, rented or leased and at all publicly owned parking garages. The locations shall be reasonably close to exits, entrances, elevators and ramps. All such handicapped parking spaces shall be designated by free-standing signs as provided for pursuant to the Ohio Manual of Uniform Traffic Control Devices, type R-59-A and/or R-59-B. Any such handicapped parking spaces which are not currently designated as set forth herein shall be brought into compliance with this provision within ninety (90) dc~ from the effective date of this Ordinance. Section 2. This Ordinance is declared to be an emergency necessary for the immediate preservation of the public health, safety and welfare and shall take effect and be enforced immediately upon passage.
