Form No. 30043 Ordinance No, 70-90 Passedmm... n.19. . - ------------- ------------- AN ORDINANCE AUTHORIZING CERTAIN ITEMS OF COMPENSATION RELATIVE TO THE APPOINTMENT OF THE NEW BUILDING INSPECTION ADMINISTRATOR ("CERTIFIED BUILDING OFFICIAL"), DIRECTING THE CITY MANAGER AND FINANCE DIRECTOR TO APPROVE THE EXPENDITURE OF FUNDS FOR SAID ITEMS, AND DECLARING AN EMERGENCY WHEREAS~ Council believes, upon the recommendation of the City Manager and Director of Personnel and Purchasing, that certain items of compensa- tion associated with the appointment of the new Building Inspection Administrator ("Certified Building Official") should be provided by the City of Dublin; and, WHEREAS ~ it is necessary for such items of compensation to be authorized by Ordinance of Council; NOW~ THEREFORE~ BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 6 of the elected members concurring: - Section 1. That the following items of compensation are hereby authorized: A. Temporary Housing Allowance The City shall provide a temporary housing allowance in an amount not to exceed $500 per month until the successful candidate is able to relocate to the Central Ohio area, for a maximum period of time not to exceed three (3) months. However, said allowance may be extended for valid reasons, subject to the approval of Counc il . B. Moving Allowance The City shall provide a moving allowance equal to one month of salary to compensate for the cost of relocation to the Central Ohio area. Section 2. That the City Manager and Finance Director be, and hereby are, authorized and directed to approve the expenditure of funds for the afore- mentioned items. Section 3. That this Ordinance be, and hereby is, declared to be an emergency measure necessary for the preservation of the public health, safety and welfare, and for further reason that there is an immediate need to fill the position in question as soon as possible in order to enhance the overall efficiency and effectiveness within the Division of Building Inspection. Therefore, this Ordinance shall take effect and be in force immediately upon its passage. Passed this 6th day of August , 1990. -...... Hansley, City Manager / ~ SUBJECT: Ordinance No. 70-90 DATE: August 2, 1990 BY: David L. Harding, Director of Personnel and Purchasing Attached for your consideration please find Ordinance No. 70-90 authorizing certain items of compensation relative to the appointment of the new Building Inspection Administrator ("Certified Building Official"). As described in the attached Ordinance, these items include the following: -k Temporary Housing Allowance "k Moving Allowance In Staff's judgment, the approval of these items is warranted and, therefore, staff recommends that Council adopt Ordinance No. 70-90. Since the recruitment process was state-wide in scope, Staff recognized that the provision of a temporary housing allowance and a moving allowance could conceivably become issues during the negotiation process with the preferred candidate. Said items did indeed become issues during the negotiation process and Staff believes that since the City conscientiously recruited state-wide for the position, it would be equitable to provide said items to the preferred candidate to assist said candidate in providing a suitable temporary place of residence for a short period of time until said candidate is able to relocate, and to also assist said candidate by subsidizing his relocation to the Central Ohio area. This would be consistent with our past practice over the past two years of providing said items to candidates for Department and Division Head-level positions. (These same items were approved, with the same terms and conditions, for the Chief of Police and Director of Develop- ment.) In addition, please note that Ordinance No. 70-90 contains emergency language. Staff believes that there is an immediate need to fill the position in question as soon as possible in order to enhance the overall efficiency and effectiveness within the Division of Building Inspection and, therefore, respectfully requests that this Ordinance be adopted as emergency legislation.
