ADMIN- ISTRATION") OF ORDINANCE NO. 17-90 ("COMPENSATION PLAN"). WHEREAS, Pursuant to Section 163.04 (m. ) of Dublin Codified Ordinances, Council has the authority, upon the recommendation of the City Manager, to amend the "Compensation Plan" as circumstances require; and, WHEREAS , Council has determined, upon the recommendation of the City Manager and the Director of Personnel & Purchasing, that it is in the best interest of the City to adjust the paygrade of the Building Inspection Administrator (Certified Building Official) job classification; and, WHEREAS, Council believes that such an adjustment in pay grade will aid Staff in the selection of a candidate with professional qualifications for the above referenced position and thus, enhance the operational effectiveness and efficiency within the Department of Development, Division of Building Inspection; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio ~ of the elected members concurring: Section l. That Section 2. ("Wage & Salary Structure/Administration"), subsection A, is hereby amended to adjust the pay grade for the Building Inspection Administrator (Certified Building Official) classification as follows: Building Inspection & Related Classification Pay Grade Building Inspection Administrator 22 (Certified Building Official) Section 2. Revised: 5-30-90 CITY OF DUBLIN CLASSIFICATION DESCRIPTION BUILDING INSPECTION ADMINISTRATOR General Description of Classification & Duties Under the administrative direction of the Director of Development, the Building Inspection Administrator exercises a high degree of independent technical & administrative judgement & discretion in the overall administration, management, supervision, and direction of the Division of Building Inspection. The primary responsibility of the incumbent is to supervise, coordinate, and direct the activit:i,es of a technical staff comprised of Building & Electrical Inspectors and a Residential Plan Review Technician who are engaged in daily operations to determine and ensure compliance with approved plans, specifications, and all applicable state & local building codes, regulations, and ordinances. In addition, the Building Inspection Administrator is responsible for managing the architectural design consulting firm engaged by the City to conduct commercial plans examination on behalf of the City. The Building Inspection Administrator confers with the Director of Development on a regular basis to keep him informed as to current building construction inspection activities and developments occurring within the Building Inspection Division, and is accountable to said Director for the proper enforcement of all applicable codes, regulations, and ordinances. The Building Inspection Administrator serves as the City's "Build- ing Official" pursuant to Section 4101:2-1-78 (A) of the Ohio Basic Building Code. Examples of Work (Illustrative Only) * Develops and implements policies, procedures, and practices necessary to achieve an effective level of organizational performance. * Plans, directs, manages, and evaluates the effectiveness of all Divisional functions and operations. * Schedules and coordinates work assignments of the inspection and plan review staff in order to achieve optimum operational effectiveness and efficiency. * Manages architectural design consultant engaged in providing commercial plans examination services to the City. * Determines and projects personnel, equipment, facility, and supply needs for the Division. * Prepares proposed annual operating budget for Division. * Makes administrative decisions requiring the interpretation and application of all applicable codes and ordinances to specific field conditions. * Conducts field inspections, on an as-needed basis to verify compliance with all applicable codes and ordinances. * Answers inquiries from builders, construction firms, etc. regarding the enforcement of all applicable building codes and ordinances. * Petitions the Ohio Board of Building Appeals to conduct adjuratory hearings as circumstances warrant. * Researches and implements new methods, techniques, and procedures to strengthen and improve relations with the building industry. * Supervises the review of residential (one, two, and three family dwellings) building construction plans to determine and ensure compliance with all applicable codes and ordinances. I I . . . Examples of Work (Illustrative Only) * Authorizes the issuance of commercial and residential building permits, HVAC permits, fire protection permits, and occupancy permits. * Advises Director of Development on priority building construction projects , and any related enforcement issues. * Supervises the proper organization and maintenance of building inspection documents, plans, records, drawings, etc. * Supervises the maintenance of the Building Permit Log and prepares bi- monthly report of building activity and submits to Director of Development. * Completes periodic reports submitted to u.S. Department of Commerce and other organizations which reflect building statistics over specified periods of time. * Conducts performance evaluations on subordinates. * Performs other related duties as assigned by the Director of Development. Required Knowledges, Skills, and Abilities * Comprehensive knowledge of Ohio Basic Building Code and CABO Building Code. * Comprehensive knowledge of building design and construction practices, procedures, principles, and methods. * General knowledge of municipal government structure and process. , * Considerable knowledge of administrative/management principles and concepts. * Considerable knowledge of supervisory practices and techniques. * General knowledge of budgeting. * General knowledge in the area of staff development and personnel administration. * Excellent interpersonal, & human relations skills. * Excellent leadership skills. * Excellent written and verbal communications skills. * Ability to effectively monitor, analyze, and evaluate Divisional performance levels. * Ability to review and analyze residential building construction plans and specifications and determine compliance with provisions of CABO Building Code and other applicable codes and ordinances. * Ability to interpret and apply the provisions of the Ohio Basic Building Code, CABO Building Code and other applicable codes and ordinances to field conditions. * Ability to recognize, analyze, & define problems, establish facts & reach valid conclusions, and determine & initiate appropriate corrective actions. * Ability to instruct, direct, coordinate, manage, and supervise others in accomplishing a set of predetermined goals and objectives. * Ability to communicate with the public, builders, contractors, and co- workers in an effective, tactful, and courteous manner. * Ability to establish and maintain effective professional working relation- ships with superiors, subordinates, peers, other governmental officials, builders, contractors, and the public. * Ability to answer inquiries and resolve complaints from the public, builders, and contractors in an effective, tactful, and courteous manner. * Ability to exercise sound reasoning and good judgement. * Ability to prepare meaningful, concise, and accurate reports. i .. . Required Education/Experience/Certifications/Registrations * Associate Degree in Architecture Technology, Structural Engineering Tech- nology, or related field. Bachelor's Degree in Engineering or Architecture strongly preferred. * Minimum of ten (10) years of experience as a contractor or superintendent of building construction, or as a building inspector with a certified building department; or, possession of an Architect's or Engineer's registration within the State of Ohio and five (5) years of experience in building design and construction, or building inspection within a certified building department. Registration as a Licensed Architect or Engineer strongly preferred. (All experience mentioned above must be directly related to buildings and structures within the use groups regulated by the Ohio Basic Building Code.) * Possession of a Class I ("Building Official") Certificate of Competency as . issued by the Ohio Board of Building Standards. (See footnote *1). * Possession of a Class II ("Plans Examiner") Certificate of Competency as issued by the Ohio Board of Building Standards preferred. (See footnote *2) Footnotes *1 Pursuant to Section 4101:2-1-78(A) l. of the Ohio Basic Building Code, a Class I ("Building Official") Certificate of Competency qualifies a person to be designated as "Building Official" with the responsibility for the overall administration of a certified building inspection department and enforcement of the Ohio Basic Building Code. *2 Pursuant to Section 4101:2-1-78(A) 2. of the Ohio Basic Building Code, a Class II Certificate of Competency qualifies a person to be designated as a "Plans Examiner" with the responsibility for the review of plans and specifications to determine compliance with the provisions of the Ohio Basic Building Code. Harding, Director of Personnel & Purchasing ~ Summary & Action Recommended Chapter 163 ("Personnel Practices & Procedures"), Section 163.04 (m) ("Adoption of the Compensation Plan") of the Dublin Codified Ordin- ances authorizes Council, upon the recommendation of the City Manager, to amend the "Compensation Plan" as circumstances require. Therefore, attached for your consideration please find Ordinance No. 51-90 amending Section 2 ("Wage & Salary Structure/Administration") of Ordinance No. 17-90 ("Compensation Plan"). The purpose of this amendment is to adj us t the pay grade of the Building Inspection Administrator (Certified Building Official)job classification from pay grade 19 to 22. Under the present "Compensation Plan", pay grade 19 has been assigned an annual pay range of $35,000 to $47,000; pay grade 22 has been assigned an annual pay range of $39,500 - $53,500. In Staff's judgement, the increased pay grade for the Building Inspection Administrator (Certif ied Building Official) would aid Staff in the selection of a professional administrator with professional qualifica- tions and, therefore, Staff recommends that Ordinance No. 51-90 be adopted. As a side note, it should be noted that Staff is presently engaged in a recruitment & selection process to fill said position. Issue - The critical issue involving this proposed adjustment in pay grade is that, given the turn of events within the past year involving the "Building Inspection" function, Staff believes that the position of Building Inspection Administrator (Certified Building Official) needs to be elevated from a mid-level supervisory role to a "Division Head" level role within the City's organizational structure, and that under the preferred scenario, this position would be filled by a candidate who possesses at least a Bachelors Degree in Architecture or Engineer- ing and who also possesses professional administrative/managerial and leadership skills. (Attached for your information is a copy of the revised Building Inspection Administration (Certified Building Official) job description.) In Staff's judgement, in order to employ and retain such a candidate, the pay grade for this position needs to be increased to the proposed level specified in Ordinance No. 51-90. Given the preferred scenario, this adjustment to pay grade 22 would be equitable from an internal organizational perspective, given the pay grades assigned to the other two Division Heads within the Department of Development (Planning Director and City Engineer). . Please note that companion legislation will also be introduced at the Monday, June 4, 1990 Council Meeting proposing an amendment to the functional organizational structure within the Department of Develop- ment. The nature of said amendment involves the creation of the "Division of Building Inspection" as a separate, independent Division reporting directly to the Director of Development as opposed to the present structure in which "Building Inspection" is a function located within the "Division of Engineering & Building" reporting directly to the City Engineer. In Staff's judgement given the critical nature of this organizational function at this point in our evolutionary process as a City, and also for reasons of accountability, efficiency, and organizational effectiveness, such a change in organizational structure is necessitated and warranted. (For further detail on this change in structure, please refer to Ordinance No. 50-90 and the accompanying report and diagrams.) Conclusion Based upon the aforementioned factors, Staff believes that the pro- posed adjustment in pay grade for the Building Inspection Administra- tor (Certified Building Official) classification would enable Staff to select a professional administrator with professional qualifications to successfully manage and direct this critical organizational function. Therefore, Staff recommends that Ordinance No. 51-90 be adopted. DLH/mc
