AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO PROCEED WITH HIRING THREE ADDITIONAL POLICE OFFICERS, AND DECLARING AN EMERGENCY WHEREAS~ the Police Department has experienced increased activity in all areas of police service; and WHEREAS, there has also been a shortage of manpower due to additional training programs, and injuries in addition to reallocation of personnel within the department; and WHEREAS, the Chief of Police has requested three (3) additional police officers for 1987. NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio 7 of the elected members concurring: Section 1. That the Village Manager, Chief of Police and Personnel Director be, and hereby are, authorized to proceed with hiring three additional Police Officers. Section 2. That an amendment to the appropriations will be submitted at the time these additional officers are hired and the cost of salaries and benefits has been determined. Section 3. That this Ordinance is an emergency measure necessary to preserve the public health, safety, and welfare and therefore shall take effect and be in force immediately upon its passage. Chief of Police Phone: Robert F, Mayer 889-1112 July 2, 1987 To: Nan Prushing, Acting Village Manager From: Robert Mayer, Chief of Police Subject: Request for Three Additional Police Officers As noted in my monthly reports of this year, almost every category of crime, incidents requiring a written report, and our calls for service have increased from 50% to 75% over the same period last year. As our Village continues to grow, all phases of police service will rise. Not only are we faced with the increase of criminal activity, but with the number of homes and businesses being built, the number of vehicles coming into and leaving our Village is temendous. Our traffic accidents in 1986 (January through May) was 238 and in 1987 for the same time period was 337. Given all the above facts, plus the fact that we have increased our training program, which was based on the expectations that there would have been at least three new officers added the first of this year, and that there were no officers added, we fall short on men to staff each shift and we have had two officers on injury leave, which was also not expected. To keep pace with this increase we need at least three men on each shift, but we find ourselves most of the time with only two men on each shift. There are many times when it requires at least two men to respond to a call, ie: robbery, burglary, rape, domestic, etc. When this occurs, we are left with no one to respond to another call, until one of the two cars are able to clear the call they are on, which could take from five minutes to one hour. In summary, it is a must that we add three men as soon as possible, to keep the operations of the police department at 100%. Respectfully submitted, /;,("A}- J. 7 I Robert F. Maye Chief of Police
