Passed. ----- ----------------- un19 AN ORDINANCE CREATING A CITY RECORDS COMMISSION WHEREAS, Section 149.39 of the Ohio Revised Code requires that each Municipal Corporation create a records commission; and, WHEREAS, the City of Dublin desires to establish its own records commission to coordinate the disposal and retention of city records; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio b of the elected members concurring: Section 1. Purpose. That there be established a city records commission to ensure that time, money and space are not wasted by the retention of unnecessary information and, at the same time, to ensure the preservation of the rights and heritage of the citizens of Dublin. Section 2. Members. That the city records commission be composed of the City Manager or his appointed representative, as chairperson, the Director of Finance or his representative, the Director of Law or his representative, and a citizen appointed by Council. The commission shall appoint a secretary who may or may not be a member of the commission and who shall serve at the pleasure of the commission. The commission may also employ an archivist to serve under its direction. The commission shall meet at least once every six months, and upon call of the chairperson. Section 3. Duties. That the duties of the city records commission shall be to provide rules for retention and disposal of records of the city, to review applications for record disposal and to review schedules of record retention submitted by city departments, boards and commissions pursuant to the Ohio Revised Code. Section 4. Definition of Records. That, for the purpose of this section, records shall include any document, device or item, regardless of physical form or characteristic, created or received by or coming under the jurisdiction of any public office of the State or its political subdivisions, which serves to document the organization, functions, policies, decisions, procedures, operations, or other activities of the office. Section 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law. Passed this. /7tt day of 4~. , 1991.
