AN ORDINANCE ADOPTING A
YARD WASTE DIVERSION

WHEREAS, the City of Dublin recognizes the mandate of the State of Ohio
to divert yard waste from landfills by December 1, 1993; and
WHEREAS, the City of Dublin recognizes that available landfill space in
the Franklin County Region is dwindling at an accelerated rate compared
to original estimates; and
WHEREAS, the City of Dublin recognizes the need to implement an educational
process as soon as possible in order to achieve the future mandate of
yard waste diversion; and
WHEREAS, The Solid Waste Advisory Committee, appointed by City Council,
has thoroughly researched the concept of yard waste diversion and strongly
recommends its immediate implementation in order to comply effectively
with said mandates.
\ NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, ~of the elected members concurring that:
Section 1. The following shall constitute the City's official approach to
divert yard waste from its municipal waste stream.
A. Implement the "Don't Bag It Campaign" in cooperation with I
the Franklin County Regional Solid Waste Management
Authority.
i B. Implement educational efforts in regards to home composting
\ of yard waste.
C. Implement a "Pay per Bag" program to provide a means for yard
waste to be collected at the curb side and disposed of in a
way that is environmentally sound and in a way other than
landfilling. The cost per specialized bag shall be at least
$1.00 per bag.
Section 2. This Ordinance shall take effect and be in force from and
after the earliest possible period allowed by law until December 31, 1991.
