Passer] . m u19u AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR TRAFFIC SIGNAL IMPROVE- MENTS AT AVERY ROAD AND SHIER-RINGS ROAD WHEREAS, after advertising, receiving and opening bids on January 11, 1991, for traffic signal improvements at Avery Road and Shier-Rings Road; and WHEREAS, Council has determined that the lowest and best bid for said project is from M. P. DORY COMPANY in the amount of $47,705.02. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the bid from M. P. Dory Company in the amount of $47,705.02 be, and hereby is, accepted. Section 2. That the City Manager and Finance Director be, and hereby are, authorized and directed to execute a contract with M. P. Dory Company for completion of said project pursuant to the bid specifica- tions and documents on file in the office of the City Engineer. Section 3. That there be appropriated from the unappropriated balance in the CAPITAL IMPROVEMENT TAX FUND the sum of $50,000.00 to account 40-03-14-2551. Section 4. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law. Passed this 18th day of February , 1991. Hansley, City Manager SUBJECT: Contractor Recommendation - Avery/Shier Rings Signal DATE: January 15, 1991 Report From City Engineer Background During public meetings for the City's Service Complex, The City agreed to make improvements at the Avery Road/Shier Rings Road intersection. Installation of a traffic signal at this intersection is viewed as one of the needed improvements. Widening of the intersection approaches and installation of turning lanes is viewed as desirable though not critical at this time. These intersection improvements should be completed in conjunction with the anticipated future interchange improvements. Though signal warrants have been met for some time, advertising for bids on this project was delayed until the intersection was within the corporate boundary of Dublin. This intersection became a part of Dublin with the recent 700~ acre annexation. This installation is an interim improvement. The signal heads will be installed on span wire. Upon completion of other intersection improvements, this signal will be reinstalled on pole mounted mast arms. This later modification will likely include additional signal heads. This signal includes an eight phase controller which is capable of being interconnected into a "closed loop system" with the two signals that are presently being installed on Avery Road. The interconnection will likely be done later this year. Interconnection will give us the ability to monitor the operation of the three signals and traffic volumes at the three intersections via computer. Recatmer:dation Two bids were opened on January 11, 1991 for the installation of a traffic signal at the intersection of Avery Road and Shier Rings Road. Those bids are shown on the attached bid summary. The lowest bid was submitted by M. P. Dory Co. of Summit Station, Ohio. The second lowest bid was submitted by Jess Howard Electric Co. We are not familiar with the work of the M. P. Dory Co. and therefore talked with other government organizations for whom they have done work. Page 1/2 ~ We talked with representatives of Westerville, Worthington and ODOT Districts 6 and 9. All recommended M. P. Dory Co. and all said they would welcome them on other projects. Therefore, It is recommended that Council authorize the City Manager to enter into a contract with M. P. Dory Co. in the amount of $47,705.02 for the installation of this signal.
