AN ORDINANCE AUTHORIZING THE CITY MANAGER
TO ACCEPT A PROPOSAL FOR THE EXPANSION OF
THE SANITARY SEWER LIFT STATION, THE
INSTALLATION OF A NEW 24" FORCE MAIN,
AMENDING THE ANNUAL APPROPRIATIONS AND
WAIVING FORMAL BIDDING AND ADVERTISING
REQUIREMENTS AND DECLARING AN EMERGENCY.
WHEREAS, the present sanitary sewerage system within the City of Dublin should
be expanded in order to meet increased demands during times of peak flows;
and,
WHEREAS, the engineering firm of Woolpert Consultants has estimated the cost
of those improvements to be $1,500,000.00; and,
WHEREAS, the Ohio Environmental Protection Agency has enacted a Sewer Connec- I
tion Ban affecting most of the City of Dublin; and,
WHEREAS, a special bond fund (the "Lift Station Improvement Bond Fund") is
hereby created to pay the cost of acquiring easements, designing and con-
structing the lift station improvements and the 24' force main.
NOW THEREFORE , BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, 7 of the elected members concurring:
Section 1. That the City Manager, be, and hereby is, authorized to enter into
a contract for construction and design services to facilitate the expansion of
the Dublin sanitary sewer lift station and the installation of a new 24" force
main.
Section 2. There is hereby created pursuant to Ohio Revised Code Section
5705.09(E) a special bond fund (the "Lift Station Improvement Bond Fund") to
receive the proceeds of the City's bonds or notes issued in anticipation of
those bonds, to be issued to pay the costs of acquiring easements, designing
and construction of the lift station improvements and the 24" force main.
Section 3. There is hereby advanced from the General Fund to the "Lift
Station Improvement Bond Fund" $1,500,000 to pay the costs of permanent
improvements, including easement acquisition. This advance is to be reim-
bursed to the City's General Fund from the proceeds of the bonds, or notes in
anticipation of those bonds, to be issued to finance the costs of such
permanent improvements.
Section 4. There is hereby appropriated from the "Lift Station Improvement
Bond Fund" $1,500,000 to acquire the easements and construct the lift station
improvements and force main.
Section 5. That this Ordinance be, and hereby is, declared to be an emergency
measure due to the need to undertake this required expansion as soon as
possible. This expansion will directly affect the City's ability to maintain
the health and welfare of this Community by reducing the possibility of
sewerage overloads during periods of peak demands and flows. Therefore,
formal bidding and advertising requirements are hereby waived pursuant to
Section 735.05.01 of the Ohio Revised Code, and this Ordinance shall take
effect and be in force immediately upon its passage.
