IB.ro AN AGREEMENT WITH TIlE DUBLIN POLICE OFFICERS RELATIVE TO CERTAIN SPECIFIC ISSUES CONTADOID THEREDf; AND DECLARING AN EMERGENCY. WHEREAS, the attached agreement, labled Exhibit "A", in mutually acceptable to the Village of Dublin and the Dublin Police Officers; and WHEREAS, Council is of the opinion that said agreement should be adopted; NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio, ~ of the elected members concurring that: SECTION 1. The Village Manager is hereby authorized to enter into the attached agreement (labeled Exhibit "A") with the Dublin Police Officers. SECTION 2. This ordinance is hereby declared to be an measure necessary for the public health, safety, and welfare, and for the further reason that the wages contained in said agreement are effective January 1, 1987, and therefore this ordinance shall take effect and be in force immediately upon its passage. EXHIf3j' AGREEMENT The Village of Dublin and the Dublin Police Officers, in order to promote the public peace, health, safety and welfare and to provide for the orderly conduct of the business of the Police Department, enter into the following agreement as to certain economic items of concern to both parties. ARTICLE 1. COMPENSATORY TIME Sect ion l. Compensatory Time. At the election of the Officer, overtime may be compensated with compensatory time off i..n accordance with the provisions of the Fair Labor Standards Act. Such compensatory time off shall be equal to one and one-half (1-1/2) hour for each one (1) hour of overtime worked. In accordance with the Fair Labor Standards Act and the established Compensation Plan, maximum number of accumulated compensatory hours permitted shall be two hundred forty (240) . Section 2. Payment of Accrued Compensatory Time Off Upon Separation. A member who has accrued compensatory time off shall, upon termination of employment for any reason, be paid the unused compensatory time at the rate of pay received by the member at the time of separation. Section 3. Use of Compensatory Time Proposal. Any request for compensatory time ot eight ( 8 ) or more consecutive hours use shall be submitted at least seventy-two (72) hours in advance of . its requested usage. This notice period may be waived in cases where circumstances make compliance impracticable. Requests for less than eight (8 ) hours use may be submitted with less than seventy-two (72) hours notice and may be approved by the shift supervisor if scheduling and operational needs of the Department permit such usage. ARTICLE 2. PERSONAL LEAVE REQUESTS Section 1. Personal Leave. Any request for Personal Leave shall be submitted at least seventy-two (72) hours in advance of its usage, except in emergency situations. ARTICLE 3. COMPENSATION PLAN Section~. Wages. The following base rates shall apply for all ~anks, effective January 1, 1987: . . ..- ~. - Police Officer Police Sergeant Police Lieutenant Step 1 $17,450.00 $28,900.00 $31,900.00 Step 2 $20,026.00 Step 3 $22,602.00 Step 4 $26,000.00 Section 2. Appointment and Advanced Step Hiring. The Village Manager, when making appointments to the classification of Police Officer, shall be authorized to recognize the past experience of applicants in determining their placement within the step system. Section 3. Step Advancement. For Police Officers, Step Advancement shall occur to Step 2 after one ( 1 ) year continuous . service in Step 1. Step Advancement to Step 3 shall occur after one (1) year of continuous service in Step 2 and Step Advancement to Step 4 shall occur after one ( 1 ) year of continuous service in Step 3. Section 4. Longevi ty Pay. All Police Officers, Sergeants, and Lieutenants shall receive, in addition to the pay rates established by Village Ordinance, a longevity payment based on completed years of service with the Village according to the following schedule: Four ( 4 ) through Six ( 6 ) completed years of service: $350.00 Seven ( 7 ) through Ten (10 ) completed years of service: $450.00 Eleven (11) through Fourteen (14 ) completed years of service: $550.00 Fifteen (15 ) or more completed years of service: $650.00 Longevity pay shall be made in one ( 1 ) lump sum in a separate check issued on the fifteenth (15th) of December. ARTICLE 4. CLOTHING ALLOWANCE, DRY CLEANING, PROPERTY Section l. Initial Issue. Upon appointment to the Police Department each new uniformed Officer shall receive the items listed below: 5 Winter shirts w/appropriate Village patches, etc. 5 Summer shirts w/appropriate Village patches, etc. 5 Pair All-Weather pants 2 Ties 1 Pair shoes 1 Raincoat 1 "Aggressor" jacket w/appropriate Village patches, etc. 1 Cap frame 1 Winter, eight point over (cap) 1 Summer, eight point cover (cap) 1 Velcro belt . - 2 - - . -.- - -. ".. 1 Velcro Gun belt 1 Holster 1 Speed load case and speed loaders 1 Set of handcuffs 1 Handcuff case 1 Set of Collar brass 1 Hat badge 2 Breast shields 1 Tie tack 1 Name plate 1 .38 caliber Revolver or other approved weapon 1 Lightweight jacket w/liner and appropriate patches 1 Set of Body Armor Section IA. Change in Issuance. Should the required issuance of uniforms, uniform parts, leather, or equipment for the , entire Department be changed by the Village, all Officers shall be provided the new uniforms, uniform parts, leather or equipment at no cost to the Officer. Body armor shall be replaced when necessary at the Village's expense. Section 2. Plain Clothes Issue. An Officer, when assigned by the Chief to the Detective Bureau for "Plain Clothes" duty, shall receive the following issue: 3 Blazers 5 Pair Trousers/Skirts 5 White Shirts/Blouses 1 Holster 1 Revolver Section 3. Annual Uniform and Equipment Allowance. Each uniformed Officer, after his initial year of service, shall receive an annual uniform and equipment allowance of $600.00, payable in two ( 2 ) semi-annual installments of $300.00 each. These payments will be ma~e in January 15, 1987 and July 15, 1987. Section 4. Annual Plain Clothes and Equipment Allowance. Each plain clothes Officer, after his initial year of service to the Detective Bureau shall receive an annual allowance of $530.00, payable in two ( 2 ) semi-annual installments of $265.00 each. These payments will be made on January 15, 1987 and July 15, 1987. Section 5. Required Purchases. Uniformed Officers shall be required to purchase uniform parts and equipment as defined by appropriate orders, regulations, codes or other policy of the Chief and Village Manager. Plain clothes Officers will be expected to purchase the needed clothing and equipment to function as a plain clothes Officer of the Police Department, as required by appropriate orders, regulations, codes, or policy of the Chief and Village Manager. . - 3 - -c- Section 6. Dry Cleaning. Each Officer shall receive uniform cleanings at no cost to the Officer. In any week an Officer shall be entitled to have laundered/cleaned up to seven ( 7 ) uniform items. In addition, each Officer shall be permitted to have his winter coat and hat cleaned twice per year. Uniform items for nonuniformed members shall be defined as items of regular work clothing. The Village shall designate the dry cleaning service where uniforms are to be cleaned and the village shall have the exclusive authority to contract for the provision of such services. Section 7. Damaged or Destroyed Personal Property. Personal property of a Police Officer, previously approved for Village use, which is damaged or destroyed (not lost) in the line of duty shall be replaced by the Village at no cost to the employee and without use of the employee's uniform allowance for such purpose. , Requests for replacement of damaged personal property will be submitted in writing together with a requisition to the Chief for approval. Such requests shall include a statement of the circumstances leading to the damage. Under such circumstances, lost personal property items may be replaced in full value or partial value if the loss occurs during the line of duty and if it can be shown that reasonable precautions would have prevented such a loss. The Village Manager shall review any claim for the replacement of lost personal property that in the opinion of the Chief is worthy of such consideration. ARTICLE 5. AGREEMENT AS TO FUTURE DISCUSSIONS The Village of Dublin and the Dublin Police Officers are committed to engage in discussions in calendar year 1987 concerning the wages, hours, terms and conditions of employment of the Officers with the expectation that if said discussions result in mutual agreement, a new Agreement will be executed. It is the parties' further expectation that a new Agreement would be effective January 1, 1988, unless otherwise agreed by the parties.
