AN ORDIHANCE TO ACCEPT A QUOTATION FROM AN ENGINEERING FIRM TO PERFORM SMOKE TEST, RECORD DETECTED INFLOW SOURCES, PREP~ REPORTS AND RE- COMMENDATIONS ON SAID TEST OF THE SANITARY SEWERS: AND DECLARING AN EMERGENCY. WRRRRAS, inflitration into the Sanitary Sewer System is above the acceptable rate, and; WHF.RRAS, Council desires to take the necessary steps to relieve the problem as soon as possible; NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio, 7 of the elected members concurring: SECTION 1. That the quotation of Floyd Browne Associates, Limited in an amount not to exceed $7,000.00 for said services be, and hereby is, accepted. SECTION 2. That the Village Manager and Finance Director be, and they hereby are, authorized and directed to execute a contract with the said Floyd Browne Associates Limited. SECTION 3. There is hereby appropriated from the Sewer Fund, to the Account of E 02-05-53-2300, the sum of $7,000.00 to meet the obligation of this con- tract. SECTION 4. That this Ordinance be, and the same hereby is, declared to be an emergency measure necessary for the public peace, health and safety and for the further reason that this infiltration to the Sanitary Sewer System must be traced and therefore this Ordinance shall take effect and be in force im- mediately upon its passage. Dublin, OH 43017 Dear Mr. Sheldon: Subject: Engineering Services to Smoke Test the Village's Sanitary Sewer System As discussed with Jeannette Murin, Floyd Browne Associates, Inc. (FBA) is pleased to submit a proposal to provide professional engineering services to smoke test portions of the Village of Dublin's (CLIENT) sanitary sewer system. The services to be performed by FBA in accordance with this proposal include the fOllowing tasks: 1. Smoke test 19,000 lineal feet of sanitary sewer lines within the Village of Dublin. Sewers to be tested are those which are suspected by FBA and the CLIENT to be sources of inflow and/or infiltration. The exact sewer lines to be tested will be jointly determined by FBA and a designated repre- sentative of the CLIENT. 2. Record detected inflow sources by means of photographs iden- tifying areas where smoke was emitted. Currently available maps and drawings will be used to record inflow sources. 3. Prepare and deliver to the CLIENT six (6) copies of the let- ter report which will summarized the locations and estimated inflow quantities of defined sources. The report will also include recommendations for subsequent testing or investiga- tions ( ie . i flood dye testing, subsurface televising) which should be performed to isolate and identify sources of inflow/infiltration. Provide the CLIENT with one copy of the field data sheets and photographs acquired during the smoke-testing. j This proposal is made with the understanding that the CLIENT will: 1 . Coordinate with FBA to determine exactly which sewer lines in the Village of Dublin should be tested during this inves- tigation. 2. Provide adequate access to all manholes required in the per- formance of the work by making CLIENT personnel available to locate and open manholes upon the request of FBA. 3. . Provide all available engineering data and other information that may be useful in the performance of the engineering services. 4. Make all provisions for notifying citizens through the news media, handouts, mailings or other means, regarding the schedule for smoke testing. 5. Hake all provisions for FBA to enter upon public and private lands as required to perform the engineering services. 6. Designate in writing a person to act as the CLIENT's repre- sentative with respect to the work to be performed. 7. Provide traffic control in areas of high traffic density, to insure the safety of field crews as well as passing motorists. Said traffic control shall be provided as deemed necessary by FBA. Our fee for the services described above will be invoiced on a time-and- expense basis with personnel assigned to the project billed at the hourly rates shown on the attached Billing Rate Chart, plus out-of-pocket expenses. We estimate the cost will not exceed Seven Thousand Dollars ($7,000); this amount will not be exceeded without an increase in the scope of work and prior written approval of the CLIENT. If this proposal is acceptable as written, please sign the acceptance block below and return to FBA accompanied by a fully executed fiscal certificate. Upon receipt of your acceptance of this proposal, FBA is prepared to begin this work within 30 days if weather conditions are acceptable for this type of work. Please note that smoke testing during the late fall, winter, and early spring months normally will not locate points of rainfall induced infiltration as well as when the testing is done during "dry" months. During the "wetter" Mr. Sherman Sheldon, Manager Dublin, OH December 8, 1986 Page 3 months, the soils around and the backfill materials above the sanitary sewers are very moist and tend to be tightly consolidated thus sealing the area and stopping the smoke from rising to the surface of the ground. Frozen ground conditions during these months further inhibits the passage of smoke from the sanitary sewer to the surface thus reducing the effectiveness of the test. Smoke testing during these months will, however, normally locate sources of inflow such as cross connections, downspouts, and storm inlets. It is these sources of inflow which will be located by smoke testing during this inves- tigation. Thank you for the opportunity to offer these professional services to the Village of Dublin, Ohio.
