AN ORDINANCE TO AMEND SECTION 1313
OF THE CODIFIED ORDINANCES OF THE
VILLAGE OF DUBLIN, OHIO, REGARDING
EMERGENCY FLOOD CONTROL
WHEREAS, it is necessary to minimize public and private losses due to
flood conditions; and
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 7 of the elected members concurring that the follow-
ing revisions be made to the Dublin Codified Ordinances:
Section 1.
1313.09 SPECIFIC STANDARDS.
In all areas of special flood hazards where base flood elevation
data have been provided as set forth in Section 1313.04(b) or Section
1313.06(b) the following provisions are required:
(a) Residential Construction. New construction and substantial
improvement of any residential structure shall have the lowest floor,
including basement, elevated to or above one foot above the base flood
elevation.
(b) Nonresidential Construction.
(1) New construction and substantial improvement of any
commercial, industrial or other nonresidential structure
shall either have the lowest floor, including basement,
elevated to the level of one foot above the base flood
elevation; or, together with attendant utility and sani-
tary facilities, shall :
A. Be floodproofed so that below the base flood level the
structure is watertight with walls substantially imper-
meable to the passage of water;
B. Have structural components capable of resisting hydro-
static and hydrodynamic loads and effects of buoyancy;
and
C. Be certified by a registered professional engineer or
architect that the design and methods of construction
are in accordance with accepted standards of practice
for meeting the standards of this subsection. Such
certification shall be provided to the official as set
forth in Section 1313.05(a)3.
(2) A variance to the elevation or dry floodproofing standards
may be granted for accessory structures (e.g. , sheds,
detached garages) built at a cost of less than four
thousand dollars ($4,000). Such structures must meet
the encroachment provisions of Section 1313.10(a) and the
following additional standards:
A. They shall not be used for human habitation;
B. They shall be designed to have low flood damage
potential;
C. They shall be constructed and placed on the building
site so as to offer the minimum resistance to the
flow of flood waters;
D. They shall be firmly anchored to prevent flotation;
and
E. Service facilities such as electrical and heating
equipment shall be elevated or floodproofed.
Section 2.
1313.11
Located within areas of special flood hazard established in Section
1313 .04 (b) , no fill shall be placed between the floodway and the base flooc
elevation or between the floodway and 20 feet from the floodway, whichever
is less.

Section 3. That this Ordinance shall take affect for all plans submitted
for review after September 1, 1987.
