AN ORDINAHCE TO ACCEPT A PETITION FOR
ANNEXATION TO THE VILLAGE OF DUBLIN, OHIO
OF 46.7 ACRES LOCATED ON THE WEST SIDE OF
S.R. 745, 19.7 ACRES IN DELAWARE COUNrY,
CONCORD TOWNSHIP AND 27.0 ACRES IN
FRANKLIN COUNTY, WASHnrI'ON TOWNSHIP.
WHEREAS, said petition for annexation has been approved by the Delaware
County Commissioners, and;
WHEREAS, the Dublin Village Council is of the opinion that said territory
should be annexed:
HOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 7 of the elected members concurring:
SECTION 1. That the petition of Nelva J. Welch for the annexation to the
Village of Dublin, Ohio of 46.7 acres in the Counties of Delaware and
Franklin (see attached legal description hereby made an official part of
this Ordinance) together with an accurate map and a certified transcript of
the proceedings of the County Commissioners, all on file in the office of
the Village Manager be, and the same hereby is, accepted.
SECTION 2. That this Ordinance shall take effect and be in force from and
after the earliest period allowed by law.

The Carmissioners of Delaware COlIDty, Ohio having on the 8th day of Septanber,
1986 heard the petition of the majority of landowners in the area described
to obtain ArmeNation of the territory described in the petition to the Village
of IAlblin, and having in open meeting heard all the persons desiring to be
heard for or against the granting of said petition and having considered
any affidavits presented with reference thereto, and being fully advised in
the pranises, do find that:
1. The petition contains all matters required by Sections 709. 02 of the
Ohio Revised Code;
2. Notice has been published as required by Ohio Ievised Code Section 709.03
and 709. 031 and ordinance has been adopted and sul:mitted by the Village as
required by Section 709.031 (B) of the Ohio Revised Code.
3. The persons wh:>se nanes are subscribed to the petition are the owners of
real estate in the territory described in the petition and as of the time the
petition was filed with the Delaware COlIDty Board of Carmissioners the number
of valid signatures on the petition constitute a majoirty of the owners of real
estate in the territory proposed to be armexed;
4. The territory included in the annexation is not unreasonably large;
5. The Plat of the territory to be annexed is accurate, and
6. The general good of the territory sought to be annexed will be served if
the annexation petition is granted, and
It is hereby ordered that the prayer of said petition be granted and that the
territory described in said petition to be annexed to the Village of IAlblin
in accordance with law, and that a certified transcript, signed by a majority
of this toard, of all orders and proceedings of this toard relative to said
petition and the hearing thereon, together with said petition and the maps
attached thereto, and all papers on file relating to said matter, be delivered
to the Clerk of the Village of IAlblin, Ohio.

IN THE TOWNSHIP OF CONCORD (19.7 ACRES)
AND IN THE TOWNSHIP OF WASHINGTON (27.0 ACRES)
TO THE BOARD OF COUNTY COMMISSIONERS
OF DELAWARE COUNTY, OHIO:
The undersigned, petitioners in the premises, and being a
MAJORITY OF OWNERS OF REAL ESTATE in the territory hereinafter
described, consisting of 46.7 acres, more or less, in the Township
of Concord (19.7 acres) and in the Township of Washington (27.0 acres),
which area is contiguous and adjacent to the Village of Dublin, Ohio,
do hereby pray that said territory be annexed to the Village of Dublin,
according to the statutes of the State of Ohio.
A full and accurate description and a plat of said territory
so prayed to be annexed are attached hereto and made a part hereof.
In support of said Petition, your petitioners state that there
are within the territory so prayed to be annnexed 2 OWNERS OF
REAL ESTATE, the only elector residing in Delaware County.
John D. Wolf, is hereby appointed Agent for the undersigned
Petitioners, as required by Section 709.02 of the Revised Code of
Ohio. Said Agent is hereby authorized to make any amendment and/or
deletion which in his absolute and complete discretion is necessary
or proper under the circumstances then existing, and in particular
to make such amendment in order to correct any discrepancy or mistake
noted by the Delaware County Engineer in his examination of the Petition
and Plat. Said amendment shall be made by the presentation of an amended
plat and description to the Board of County Commissioners on, before, or
after the date set for hearing on this Petition.

MEMORIAL DRIVE, IN PART, IN CONCORD TOWNSHIP,
DELAWARE COUNTY AND, IN PART, IN WASHINGTON
TOWNSHIP, FRANKLIN COUNTY, OHIO
(AREA SOUGHT TO BE ANNEXED TO THE VILLAGE OF DUBLIN, OHIO)
Situated in the state of Ohio, in part, in Township of
Concord in the County of Delaware and, in part, in Township of
Washington in County of Franklin, being in Virginia Military
Survey No. 2545 and containing approximately 46.7 acres of land,
more or less, said 46.1 acres being more particularly described
as follows:
Beginning at an angle point in the existing Village of
Dublin Corporation line (as established by Ordinance No, 13-13
and recorded in Miscellaneous Records Volume 159, Page 38,
Recorder's Office, Franklin County, Ohio), said beginning point
being located 30 feet westerly from, as measured at right
angles, the centerline of said State Route 145, said point being
in the northerly line of the Linda A. Welch 6.650 acre tract and
in the southerly line of that tract of land now or formerly
owned by Muirfield Ltd., said beginning point also being in a
westerly line of existing Village of Dublin Corporation line (as
established by Ordinance No. 64-11 and recorded in Miscellaneous
Record Volume 169 Page 529, Recorder's Office, Franklin County,
Ohio;
Thence southerly, with the existing Village of Dublin
Corporation Line (Ordinance No. 64-11), with a line parallel
with and 30.00 feet westerly from, as measured at right angles,
the centerline of said State Route 145, crossing said Welch
I 6.650 acre tract and crossing Shangri-La Acres, Inc. 41.58 acre
tract (40.93 acre residue), the following two courses and
, distances:
1.) southerly, a distance of 491.0 feet, more or less, to
an angle point;
2. ) southerly, crossing a southerly line of Delaware
County and the northerly line of Franklin County at a distance
of 342.0 feet, more or less, a total distance of 374.0 feet,
more or less to a point in the southerly line of said Shangri-La

petition was filed with the Board of County Commissioners on the
25th day of June, 1986; that on the 3rd day of July, 1986 affiant
served notice on the Clerk of Council of the Village of Dublin,
Ohio, on the Clerk of Washington Township and the Clerk of

TO SET FORTH A STATEMENT OF MUNICIPAL
SERVICES TO BE PROVIDED TO THE AREA
CONTAINED IN A PROPOSED ANNEXATION OF
46.7 ACRES IN CONCORD TOWNSHIP, DELAWARE
COUNTY AND WASHINGTON TOWNSHIP, FRANKLIN
COUNTY TO THE VILLAGE OF DUBLIN, 01110, AS
" , REQUIRED BY SECTION NO. 709-031 OF TilE

~IEREAS, a petition for the annexation of 46.7 acres in Concord and
W~shington Townships was duly filed by John D. Wolf; and,
~IEREAS, a hearing on said petition is scheduled before the Board of
Delaware County Commissioners on September 8, 1986; and
~IEREAS, Section 709.031 of the Ohio Revised Code requires that before
said hearing, the Municipal Legislative Authority shall adopt a state-
ment indicating what services, if any, the municipal corporation will
provide to the territory proposed for annexation, upon its annexation:
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 6 of the elected members concurring:
Section 1. That the Village of Dublin 'will provide the following municipa
services for the 46.7 acres in Concord Township, Delaware County and
Washington Township in Franklin County upon the annexation of said area
to the Village of Dublin, Ohio:
Police. The Village currently employs twenty (20) fulltime
personnel in the Police Department and provides service on a
full twenty.-four hour bas.is. Equipment is excellent, wit~
, a program of replacement of at least two (2) new cruisers
. on an annual basis. Communications are contracted from
. Perry Township, and the Village also has mutual aid agreements
with other municipalities.
. Fire. Fire protection is currently provided by well-staffed
.
departmen~s in Concord Township in Delaware County and Washington
and Perry Townships in Franklin County. They too have mutual
aid agreements with other municipalities.
Sanitation. Residential refuse collection services are contracted
by the Village and would be available.
" Street Maintenance. The Village has an expanding Street Maintenance

Department, well equipped to provide excellent services in the area
of street and road maintenance.
Sewer and Water Service. The Village has sewer and water service
area contracts with the City of Columbus and the subject property
is within said service areas.
Section 2. That this Resolution shall take effect and be in force from
and after the earliest period allowed by law.
