AN ORDINANCE AUTHORIZING THE
CITY MANAGER TO ENTER INTO A
EMERGENCY CONTRACT FOR THE
PURPOSE OF REPAIRING TULLER
ROAD
WHEREAS, it is the desire of the City of Dublin to maintain a reliable
and safe street system; and
WHEREAS, the City has experienced severe pavement breakup on Tuller Road;
and
WHEREAS, pavement breakup has occurred recently because of increased
traffic; and
WHEREAS, the City has identified that D&B Paving Company has proposed to
complete the work in a timely manner.
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, 7 of the elected members concurring:
Section 1. That the City Manager be, and hereby is, authorized to enter
into an Emergency Contract with D&B Paving Company.
Section 2. That the expenditure of $23,435.00 for the contract repair of
Tuller Road is hereby authorized.
Section 3. That there be appropriated from the unappropriated balance
in account number A01-06-6A-2550 to pay the repair cost of $23,435.00.
Section 4. That this Ordinance be, and hereby is, declared to be an
emergency measure necessary for the preservation of the public peace,
health and safety. Therefore, this Ordinance shall take effect and be
in force immediately upon its passage.

MEMORANDUM

SUBJECT: Tuller Road Repairs
On the evening of January 4th, Council verbally approved the emergency
contract repair to Tuller Road. To be sure that we obtain competitive
prices, I suggested we obtain written quotes from two contractors.
On Wednesday, January 6th and Thursday, January 7th, I and Dan Johnson
requested written quotes from two different contractors. We also reviewed
the required work in the field with those paving contractors so that each
understood the nature and scope of the work.
During this week, quotes from both contractors have been received. The
quotes are:
D & B Paving Company
1695 Election House Road
Lancaster, Ohio $23,435.00
Bituminous Paving Systems (BPS)
4984 Scioto-Darby Road
Hilliard, Ohio $34,950.00
I personally know the work of both Companies and both are geared to be
competitive on small volumes of work.
We will proceed with D & B Paving Company and let the weather determine when
the work is done. Temperatures need to be in the mid-twenties or above to
place the bituminous mixture and the road cannot be snow covered. The road
should not be wet but some dampness is OK.
