Clerk of Council ,I I' I MEMORANDUM TO: Council Members and City Manager FROM: David Harding, Personnel Director * SUBJECT: Additional Personnel in Planning Department and Administration DATE: December 14, 1987 Attached please find Ordinance No. 149-87 authorizing two new positions (Clerk/ Typist within the Planning Department and Administrative Intern within Administra- tion). With the expected move of the Planning and Building/Engineering Departments to 5131 Post Road, it has been determined that an additional Clerk/Typist will be necessary to effectively handle the expected workload generated by the Planning Department. Unt il recently, clerical support for the Planning and Building/ Engineering Departments had been provided by the clerical positions assigned to Administration. On October 19, 1987, Counc il authorized a Clerk/Typist position to be allocated primarily to the Building and Engineering Department. This position has recently been filled and will move to 5131 Post Road along with the rest of the Building/ Engineering Department. It is anticipated that when the Planning Department also moves to 5131 Post Road, the need wi 11 exist for a Clerk/Typist position to be allocated primarily to Planning functions. It is also anticipated that the need for two clerical support positions at the Municipal Building wi 11 continue to exist. The present salary range for the Clerk/Typist Classification is $13,500-$17,800. With the present and expected future increase in activity in the personnel, purchasing, and general administrative functions, it has been determined that the need exists for an Administrative Intern position within Administration. This position is initially anticipated to be part-time in nature (10-20 hours per week) . This position would most likely be filled by a graduate student in Public Administration or another governmental related program. I would anticipate that an equitable hourly rate of pay for this position would be between $6.00 and $7.00 per hour. I would respectfully request that Ordinance No. 149-87 be adopted as emergency legislation for the reason that these positions need to be fi lled as soon as possible, especially in the case of the Clerk/Typist position as the move to 5131 Post Road could possibly take place as early as the middle of January, 1988. It will be necessary to have this position advertised and filled as close to the moving date as possible. DLH:fmu
