AN ORDINANCE TO AMEND THE CODIFIED /'
ORDINANCES OF THE CITY OF DUBLIN BY
PROPOSING A NEW CHAPTER - 1352 -
LICENSING
WHEREAS, the City of Dublin has determined that it sha 11 require any
person, partnership, corporation, contractor or business organization
who builds in the City of Dublin be licensed.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, 7 of the elected members concurring:
Section 1. That the following be adopted as a new Chapter (1352) in the

Dublin Codified Ordinances.
1352.01 Definition
(a) "Licensed Contractor" means a person or a corporation, partner-
ship, proprietorship, firm or other such business organization
which has as its employee, partner or principal, a person who
has been licensed to perform work in this City, pursuant to
this Chapter. For purposes of this Chapter, a contractor is
not thereby a licensed contractor if he contracts with a sub-
contractor who is licensed, nor is a subcontractor licensed if
he contracts with a licensed contractor to perform work in this
City pursuant to this Chapter.
1352.02 License Required
(a) No person, parnetrship, corporation, contractor or business
organization for consideration shall build in the City of Dublin
unless he is a licensed contractor in each phase of the work,
and has obtained a license from the City of Columbus.
(b) The contractor's license designation of those required to be
licensed by the City of Columbus before obtaining a City of
Dublin license sha 11 include but not be limited co the following:
General Contractor's License
HVAC Contractor's
Electrical Contractors
Home Improvement Contractors
Residential Structural Contractors
Commercial Structural Contractors
1352.03 Contractor's License
(a) A contractor's license shall be required by any contractor who
may work in the City. The license must be obtained each year
from January 2 through January 31. Contractors entering the
City must apply prior to working thier first jobs. The fees for
such license shall be assessed at the rate of twenty-five
dollars ($25.00) per year, twelve dollars, fifty cents ($12.50)
per half year which shall be valid for no longer than December
31 of the year in which the permit was issued. Said contractor
has 30 days after the expiration of the existing valid license
in which to renew his license.

limited to the following:

(c) The above mentioned contractors shall provide a Certificate of
Liability Insurance pursuant to receiving a license from the
City of Dublin.
(d) A gerwral contractor's license may be purchased by contractors
for seventy-five dollars ($75.00) per year; thirty-seven
dollars, fifty cents ($37.50) per half year. General
contractors must list every subcontractor on each job.
(e) "Home Improvement Work" means the repair, replc:.cement, remodel-
ing, alteration, conversion, modernization or improvement of
the land and building used as commercial building and/or as a
residence and a dwelling place, including, but not limited to:
driveways, swimming pools, porches, garages, and fallout
shelters attached to a commercial building and/or a residence
and a dwelling place but shall not include new homes or land-
scaping.
(f) Residential property owners, performing their own work, i. e. ,
owner/builders sha 11 be required to purchase a general
contractor's license.
1352.04 Granting and Revoking of a License
(a) A license may be revoked if the work for which the permit is
granted does not comply to applicable building codes or
Dublin's Construction Specifications requirements enforced by
the City or for repeated violations of the same.
(b) The Building Construction Appeals Board will hear all cases
involving problems that arise in granting and revoking of said
license. A determination will then be made as to whether the
contractor shall be granted a new license for said year or one
half year.
1352.05 Penalty
(a) A person, firm, partnership or corporation violating this
Chapter is deemed guilty of a misdemeanor and upon conviction
thereof shall be fined not more than one hundred dollars
($100.00). Each and every day during which such illegal
activity continues shall be deemed a separate offense.
1352.06 Exemptions
(a) The Building Code shall be applicable to the buildings owned
and occupied by the City, its departments and divisions; and
the City shall comply with all Building Code requirements;
provided, however, that the City shall be exempt from payment
of fees relating to work performed solely by City employees
I upon City-owned buildings, structures and sites. Fees which
may be exempt in such limited circumstances include those
I normally assessed for permits, certificates, inspections and
appeals. Work performed for the City by another person, firm
i or corporation shall comply fully with all applicable Building
I, Code and Dublin Construction Specifications requirements,

Section 2. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.
