AN ORDINANCE ACCEPTJNG THE LOWEST/
BEST BID FOR A PHOTO-COPIER; AMEND-
ING THE ANNUAL APPROPRIATIONS~ AND
DECLARING AN EMERGENCY
WHEREAS, after advertising and receiving bids for a photo-copier; and
WHEREAS, Council has determined that the lowest and best bid is from
Copiers Etc., Inc. in the amount of $15,675.00 (base bid
of $9,175.00 plus price for ~nnual maintenance contract
of $6,500.00 ) .
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, 7 of the elected members concurring:
Section 1. That the bid in the amount of $15,675.00 (base bid of
$9,175.00 plus price for annual maintenance contract of
$6,500.00 )be, and hereby is, accepted.
Section 2. That the City Manager and Finance Director be, and hereby are,
authorized and directed to execute a contract with Copiers Etc., Inc.
for the purchase of said photo-copier and maintenance contract.
Section 3. That there be appropriated from the unappropriated balance in
the GENERAL FUND the sum of $15,675.00 to account number A01-07-7E-2520
for the purchase of the aforementioned photo-copier and maintenance
contract.
Section 4. That this Ordinance be, and the same hereby is, declared to be
an emergency measure for the reason that said bid is valid for a limited
period of time and the required thirty (30) day trial period has now
expired. Therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

MEMORANDUM

SUBJECT: Bids for Photo-Copier
DATE: December 14, 1987
After advertising and receiving bid proposals for a photo-copier, said proposals
were opened at 10:00 A.M. on Friday, October 23, 1987. Attached is a copy of
the bid tabulation and Ordinance No. 131-87 accepting the lowest and best bid.
After evaluating all bids, it was determined that the three lowest base bids
(Copiers Etc., Inc. - Mita DC 4085 - $7,175.00, Capitol Copy - Minolta EP 5702
- $7,995.00, Thompson Company - Cannon NP 4540 - $8,569.00) or two lowest grand
totals (Copiers Etc., Inc. - Mita DC 4085 - $13,675.00 and Capitol Copy -
Minolta 5702 - $15,015.00) did not meet all of the required items under the
Required Equipment Features section of the bid specifications and therefore,
were rejected. Consequently, the lowest and best bid was determined to be the
bid from Copiers Etc., Inc. - Toshiba BD 9110 - $9,175.00 (base bid) - $15,675.00
(grand total). Since the Toshiba BD 9110 is a relatively new copier on the market,
the decision was made to exercise the option provided by Section 7b. of the bid
specifications, to wit: "The lowest and best bidder will be required, if requested
by the City Manager, to install the equipment offered in the bid proposal for a
thirty (30) day trial period before final award of the contract will be made."
Copiers Etc., Inc. installed the Toshiba BD 9110 copier on November 18, 1987, and
said copier has functioned in an excellent manner during the required trial period.
Therefore, I would recommend that the bid from Copiers Etc., Inc. in the amount
of $15,675.00 (base bid of $9,175.00 plus price for annual maintenance contract
of $6,500.00) be accepted.
Ordinance No. 131-87 also amends the annual appropriations to cover the purchase
of the aforementioned copier and maintenance contract. In addition, since the
aforementioned bid is valid for a limited period of time, and the required 30
day trial period has now expired, I would respectfully request that this Ordinance
be adopted as emergency legislation.
