Form No. 2806-A Ordinance No. 123-8-7 P asse(] .19 AN ORDINANCE AMENDING THE ANNUAL APPROPRIATIONS FOR FISCAL 1987, AND DECLARING AN EMERGENCY WHEREAS, the Ohio Revised Code requires, when necessary, that amendment be made to the Annual Appropriations; and, WHEREAS, amendments to Ordinance No. 91-86, the Annual Appropriations Ordinance for fiscal 1987 are now required. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 6 of the elected members concurring that Ordinance No. 91-86 be, and it hereby is, amended as follows: Section 1. That there be appropriated from the unappropriated balance in the STATE HIGHWAY FUND the sum of up to $31,000.00 to account B02-06-6E-2550 for the purpose of constructing a signalized pedestrian crosswalk across Riverside Drive on the north side of S.R. 161 as well as to provide a signalized pedestrian crossing across S.R. 161 on the east side of Riverside Drive. Section 2. That this Ordinance is an emergency measure to preserve the public health, safety, and welfare, and therefore sha 11 take effect and be in force immediately upon its passage. 'DATE: September 29, 1987 This is in response to Council's request for a report concerning possible methods for pedestrians to cross Riverside Drive and S.R. 161 near Wendy's Restaurant. There are three conceivable ways to allow pedestrians to make the desired crossings. They are: 1- Open the wall. 2. Open the wall. Provide a signalized pedestrian crosswalk across Riverside Drive on the north side of S.R. 161- Provide a signalized pedestrian crossing across S.R. 161 on the east side of Riverside Drive. 3. Repair the wall to its as constructed condition. Provide overhead walkways for both pedestrian movements. Tunneling has not been considered because of the limestone rock near the surface of the ground and the associated high construction cost. Tunneling also was not considered because of security problems, for the Police, which are associated with tunnels. Each of the above feasible methods of providing pedestrian crossings is discussed in turn. 1- Opening the wall and providing no means of protecting pedestrians during the crossing is by far the least expensive method. It, however, does open potential for tort liability claims against the City as well as City officials should a person be injured while crossing either street. I cannot estimate the extent to which the City would be responsible for such injuries. I, also, doubt the legal profession could make such an estimate. The estimated cost of opening the wall is $1,000.00. ". . . MEMORANDUM Page 2 September 29, 1987 2 . This method is the same as Number 1 plus the installation of two signalized crosswalks. This method would provide some protection for pedestrians during crossings. It would also provide a clear indication, to them, when it is clear to cross the intersection. The estimated cost of this method is the cost of Number 1 ($1,000.00) plus $8,000.00 to $10,000.00. 3. This method is by far the most expensive treatment. It would provide two overhead pedestrian walkway bridges at a cost of $80,000.00 to $100.000.00 per bridge. The total cost is estimated to be between $160,000.00 and $200,000.00. The City has previously contracted with Traffic Engineering Service to study this intersection (and also the Bridge and High intersection) and to recommend methods of improving traffic flow. Left turn movements have been viewed as the critical problem. On September 28, 1987, a representative of that company delivered plans for re-channelizing traffic through this intersection. That plan provided for left turn movements but did not provide for exclusive left turn movements. Because of the definite need to provide exclusive left turn movements and the potential desire to provide signalized pedestrian movements, I have directed Traffic Engineering Services to develop a plan which includes a new signal controller. This new controller would provide for exclusive left turn movement and allow for a signlized pedestrian movements. It is my recommendation that method Number 2 be utilized for pedestrian crossings at this intersection. A part of the estimated cost for pedestrian movements is included with upgrading of traffic movements through this intersection. PRW:dkp ''"' . HEMORANDUM TO: Members of Council FROM: Timothy C.
