Form No, 2806-A Ordinance No. nn122~_a7___m Passed mnn19__ AN AN ORDINANCE AUTHORIZING THREE NEW POSITIONS (CLERK/TYPIST, ENGINEERING TECHNICIAN, AND CHIEF ENGINEERING INSPECTOR) WITHIN THE BUILDING AND ENGINEERING DEPARTMENT AND AMENDING THE COMPENSATION PLAN (ORDINANCE NO. 52-81) ; AND DECLARING AN EMERGENCY WHEREAS, the need exists for three new positions (Clerk/Typist, Chief Engineering Inspector, and Engineering Technician) within the Building and Engineering Department; and, WHEREAS, Council believes that said positions are necessary for the effective and efficient operation of the Building and Engineering Department; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That three new positions (Clerk/Typist, Engineering Technician, and Chief Engineering Inspector) within the Building and Engineering Department are hereby authorized. Section 2, That Section 8 ("Salary Ranges") of Ordinance No. 52-.81 (Compensation Plan) be amended by establishing salary ranges for the positions of Engineering technician and Chief Engineering Inspector and adjusting the salary range for the position of Building Inspection Administrator as follows: Position Salary Range Engineering Technician $21,000 - $28,700 Chief Engineering Inspector $21,000 - $28,700 Building Inspection Administrator $25,000 - $32,500 Section 3. That an amendment to the appropriations will be submit ted at the time the above positions are filled and the cost of salaries and benefi s has been determined. Section 4, That this ordinance be, and hereby is, declared to be an emergency measure for the reason that operational continuity needs to be restored in the Building and Engineering Department in order to provide more effective service to the public, and for further reason that the aforementioned positions need to be filled as soon as possible. Hansley, City Manager SUBJECT: Personnel Needs Within Building and Engineering Department DATE: October 14, 1987 Section 3.08 of the Code of Personnel Practices and Procedures requires Council to authorize new positions. Section 3.13 of the Code of Personnel Practices and Procedures states that the Compensation Plan may be amended by Council on the recommendation of the City Manager as circumstances require, either through adjustment of pay rates and ranges or by reassignment of classifications to different pay ranges. Attached please find Ordinance No. 122-87 authorizing three new positions (Clerk/Typist, Engineering Technician, and Chief Engineering Inspector) within the Building and Engineering Department. Attached to this ordinance is a copy of a revised organizational chart for the Building and Engineering Department. Ordinance No. 122-87 also amends the appropriate section of the Compensation Plan by including the Engineering Technician and Chief Engineering Inspector position titles and establishing salary ranges for both positions. It wi 11 not be necessary to establish a salary range for the Clerk/Typist position as an established salary range already exists within the Compensation Plan for the Clerk/Typist job classification. In addition, this ordinance also amends the Compensation Plan by adjusting the salary range previously assigned to the Building Inspection Administrator/ Commercial Plans Examiner position. The Building Inspection Administrator/ Commercial Plans Examiner position has been restructured and its title changed to Building Inspection Administrator. This position has been restructured due to the fact that after advertising the position numerous times, only one candidate applied and he was unqualified for the position. In its former state, the duties of this position included commercial plans examination which would have required the incumbent to be a Registered Professional Engineer or Architect within the State of Ohio. The restructured version does not include commercial plans examination duties which eliminates the requirement for registration as a Professional Engineer or Architect. The commercial plans examination function will continue to be performed by an outside consulting firm as it has been for the last several months. Since the responsibility for commercial plans examination and the subsequent requirement for registration as an Engineer or Architect has been eliminated, the corresponding salary range should be adjusted to reflect the lesser degree of responsibility associated with the position. Therefore, the salary range for this position has been adjusted to $25,000 - $32,500.
