AN ORDINANCE AMENDING THE ANNUAL APPROPRIATIONS ORDINANCE FOR FISCAL 1986, AND DECLARING AN EMERGENCY. WHEREAS, the Ohio Revised Code requires, when necessary, that amend- ments be made to the Annual Appropriations; and WHEREAS, amendments to Ordinance No. 72-85, the Annual Appropriation Ordinance for Fiscal 1986, are required; and WHEREAS, the Council of the Village of Dublin hereby finds that con- struction of the Ice Skate Rink Pilot Project requires highly specialized design and construction techniques requiring the exercise of particular skill and aptitude. NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio 7 , of the elected members concurring: Section 1. The competitive bidding requirements contained within Title 7 of the Ohio Revised Code are hereby waived. Section 2. Contingent upon approval of a $20,000.00 grant from the Columbus Foundation reimbursing the Village of Dublin for the cost of the project set forth herein, the 1986 Annual Appropriation Ordinance is hereby amended as follows: that there be appropriated from the un- appropriated balance in the General Fund to account A01-03-3B-2510 for Park Capital Improvements for an Ice Skate Rink Pilot Project, the sum of $20,000.00 increasing said appropriation from $243,261.12 to $263,261.12. Section 3. That this Ordinance be, and the same hereby is, declared to be an emergency measure necessary for the preservation of the public peace, health and safety and therefore this Ordinance shall take effect and be in force immediately upon its passage. TO: Council Members, Village of Dublin - FROM: Janet Jordan, Parks & Recreation Department RE: Ice Rink The Village of Dublin, Parks & Recreation Department has been offered the opportunity to participate in a pilot project involving the development of an outdoor ice rink for winter recreation. The proposed ice rink will be funded by a grant from the Columbus Founda- tion in the amount of $20,000.00. I feel this endeavor is very feasible and anticipate good community support and participation. The ice rink will be in Coffman Park on the double tennis courts, thereby increasing the Dublin outdoor public .- , recreation during the normally slow winter months. The ice rink construction is a very simple concept. We're planning two side by side rinks, each being 40' x 100' . The plastic 5" high frame, of each rink is lined with plastic visqueen. The visqueen is held in place with a locking cap on the frame. White sand is placed on the plastic liner and leveled. Water is added and frozen, naturally, layer by layer until a depth of 4~ - 5 inches is reached. The exposed tennis court between the rink and fencing will be covered with a protective layer of rubber matting, old conveyor belts or carpeting. We are still working on this to find the most durable and economical material available. The fence surrounding the tennis courts has a large opening on the east side. This will be barricaded with temporary snow fencing. Memorandum Page Two Re: Ice Rink Oct. 2, 1986 This will allow us to control use, depending on weather and ice conditions. Additional considerations will be to place a set of bleachers near the rink, build a fire ring for warming cold kids, and signage listing the rules, responsibilities, and hours. NO provisions will be made for weatherizing the restrooms or building a shelter. This facility will be strictly recreational with the hours being late afternoon un~il 10:00 p.m. during the week, weekend hours are . yet to be established. Several part-time seasonal staff will need to be hired to supervise the operations of the rink. It is estimated that at this lattitude we can anticipate 25-35 days of weather cold enough to skate. I have checked the Village's insurance to determine if an ice rink would increase our liability. The ice rink does not increase any liability factors. I feel this is a worthy project and within the scope of our abilities.
