NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the bid of Domtar Industries, Inc. for the sale to the City of salt for snow and ice removal for the Winter of 1988-1989 in accordance with specifications presently on file in the Division of Maintenance be, and hereby is, accepted. Section 2. That the City Manager and the Finance Director be, and hereby are, authorized and directed to execute a contract with the said Domtar Industries, Inc. for the purchase of said salt. Section 3. That this Ordinance be, and the same hereby is, declared to be an emergency measure necessary for the preservation of the public peace, health and safety and therefore this Ordinance shall take effect and be in force immediately upon its passage. Johnson, Maintenance Superintendent Summary and Action Recommended After advertising and receiving bids for street salt for the 1988-1989 Winter season, said bids were opened at 10:00 A.M. on Friday, September 30, 1988. Attached please find the bid tabulation and Ordinance No. 100-88. After evaluating the bid proposals in relation to the needs of the City, it was determined that the lowest and best bid was submitted by Domtar Industries, Inc. in the amount of $31.50 per ton with piler delivery. Therefore, Mr. Johnson has recommended that said bid from Domtar Industries, Inc. be accepted. I concur with Mr. Johnson's recommendation in this matter. Issue For the 1988-89 winter season, we requested bids based on a quantity of 2,000 tons. This represents an increase of 500 tons over the amount on which the City requested bids for the 1987-88 Winter season. The increase was necessary due to the fact the City has more streets to cover this year, and the fact that we used nearly the entire amount delivered last year. The additional 500 tons should be sufficient to meet the City's needs this winter. Issue Cargill Salt submitted the lowest bid of $31.12 per ton, however, Mr. Johnson feels that Domtar Industries, Inc. ' s bid is the lowest and best bid. Cargill Salt listed several small communities as its references and each of these communities used only approximately 100 tons of street salt per year. The references supplied by Cargill Salt were checked and each community was satisfied with Cargill Salt's performance, however, Mr. Johnson questions whether Cargill Salt can meet the City of Dublin's requirements. A phone call was made to Thomas Peterson of Cargill Salt to gain some additional information on their operation. Mr. Peterson stated that Cargill Salt also supplies the City of Springfield. The City of Springfield was contacted. Springfield indicated it was happy with Cargill Salt's performance and that it had requested bids based on 2,100 tons of salt (which is very comparable to Dublin's required 2,000 tons) . Cargill Salt offered to order a barge load of salt (approximately 1,500 tons) and set it aside exclusively for the City of Dublin. However, we do not know if they can guarantee transport and delivery in a timely manner. In short, Cargill Salt is an unknown entity as the City has not dealt with the company before. The City has dealt with Domtar Industries, Inc. and we have been very satisfied with their service. Therefore, I would recommend acceptance of Domtar Industries, Inc. 's bid. Data Collection and Analysis In compiling the street salt bid specifications the Cities of Westerville, Upper Arlington, Hilliard and Columbus were contacted and questioned about their requirements and suppliers. Based upon this data gathering and analysis the final draft of the bid specifications was prepared and submitted to David Harding for final review. After conducting the final review, Mr. Harding advertised the Bid Notice once a week for two consecutive weeks in a newspaper of general circulation within the City, pursuant to Article VIII, section 8.02 of the Dublin City Charter. However, the City received only one bid from International Salt in response to the bid notice. In an effort to increase competition and obtain a lower bid price, the City opted to reject the aforementioned bid and once again advertise for bids. In addition bid specifications were also sent to salt companies which had participated in previous City of Dublin bid processes. Analysis/Evaluation of Bids The second bid notice generated more interest and as advertised in the Bid Notice, bids were opened by Mr. Harding at 10:00 A.M. on Friday, September 30, 1988. As reflected in the attached bid tabulation, the City received bids from the following companies: . - Cargill Salt - Domtar Industries, Inc. - Morton Thiokol, Inc. - International Salt Co., Inc. After the bid opening, the bids were evaluated and it was determined that although Cargill Salt's bid was the lowest, Domtar Industries, Inc. 's bid was the lowest and best bid. Conclusion In the final analysis, since Domtar Industries, Inc. has demonstrated its responsibility and credibility through past contracts with the City of Dublin. I would recommend that the bid from Domtar Industries, Inc. be accepted as the lowest and best bid.
