AN ORDINANCE ACCEPTING THE LOWEST AND
BEST BID FOR SITE GRADING AND EXCAVATION
SERVICES FOR THE CITY MAINTENANCE FACILITY,
AUTHORIZING THE CITY MANAGER AND FINANCE
DIRECTOR TO EXECUTE A CONTRACT, IN CON-
JUNCTION WITH THE DUBLIN CITY SCHOOLS, FOR
THE PROCUREMENT OF SAID SERVICES, AND DE-
CLARING AN EMERGENCY
WHEREAS, bids were appropriately advertised and received for site grading
and excavation services for the City Maintenance facility; and,
WHEREAS, it has been recommended to Council that the lowest and best bid
is from George J. Igel and Company, Incorporated in the amount of
$333,000.00.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, 7 of the elected members concurring:
Section 1. That the bid from George J. Igel and Company, Incorporated in
the amount of $333,000.00 be, and hereby is accepted, with the City's
proportionate share being $166,500.00, subject to like acceptance by Dublin
City Schools.
Section 2. That the City Manager and Finance Director be, and hereby are,
authorized and directed to execute a contract, in conjunction with the
Dublin City Schools, with George J. Igel and Company, Incorporated for the
procurement of site grading and excavating services pursuant to the bid
specifications on file in the Office of Personnel and Purchasing; said
contract to contain a provision for a $15,000.00 contingency to modify the
existing culvert with the City's share to be $7,500.00.
Section 3. That this Ordinance be, and the same hereby is, declared to be
an emergency measure for the reason that these services must be undertaken
as soon as possible to enable the Dublin City Schools and the City of
Dublin to adhere to the construction schedule for this critical project.

SUBJECT: Bids for Site Preparation Services/City
Maintenance Facility
DATE: October 13, 1988
Summary and Action Recommended
After jointly advertising and receiving bids with the Dublin City Schools
for site preparation services for the City Maintenance facility, said bids
were opened at 12:00 P.M. on Thursday, October 13, 1988. Attached please
find the bid tabulation and Ordinance No. 96-88. After evaluating the bid
proposals in relation to the needs of the City, it was determined that the
lowest and best bid was submitted by George J. Igel and Company, Incorpor-
ated in the amount of $333,000.00. Since the specifications were drafted a
new concern was raised relative to the existing culvert and the architects
have recommended that we add a $15,000 contingency to cover any needed work
in that regard. Therefore, the Administration is recommending that said
bid from George J. Igel & Company, Incorporated be accepted, and that a
$15,000 contingency item be included.
Issue
-
The City, in cooperation with the Dublin City Schools, are building a joint
City Maintenance facility and School Bus Maintenance facility. The first
step in that process is site preparation and it is hoped that this phase of
the project can begin in the month of November. Timing is important in
this matter, because, as you may know, the library expansion is tied to the
moving of the school bus storage activity from its present location. If
the weather is cooperative, the new site may be able to be improved enough
over the next few months to allow partial use early in the Spring.
Analysis/Evaluation of Bids
The bid notice generated a reasonable level of interest and as advertised
in the Bid Notice, bids were opened today, October 13th, at 12:00 P.M. As
reflected in the attached bid tabulation, the City and Schools received
bids from the following six companies:
l. Smith & Bruce, Inc.
2. Nickolas Savko & Sons, Inc.
3. George J. Igel & Company, Inc.
4. Gemini Construction Company
5. Grubb & Pipes, Inc.
6. The Righter Company, Inc.
Since the bid opening was just held today and as was noted above, time is a
critical issue, the bids have not been completely evaluated. However, it
is obvious that George J. Igel & Company, Incorporated is the apparent low
bidder and they are known to be a reputable company that has done work for
both the City and the Schools in the recent past. Also, it should be noted
their bid of $333,000 is below the published estimate of $396,500.
Additional review and analysis will be undertaken between now and Monday
night and any required modification to this recommendation will be
announced at that time.
Conclusion
In the final analysis, since George J. Igel & Company, Incorporated has
demonstrated its responsibility and credibility through past contracts with
the City of Dublin and the Dublin City Schools and are the apparent low
bidders on this project, the Administration recommends that their bid be
accepted in the amount of $333,000 with a $15,000 contingency for culvert
work, with the City's total share to be $174,000; such funds having been
previously budgeted and appropriated for this purpose.
