Form No. 2806-A Ordinance No._ ----94.-$------- Passed_ ---------------- _____ ____19__ AN ORDINANCE TO ACCEPT THE LOWEST/ BEST BID FOR STREET TREE AND LAND- SCAPE PLANTINGS FOR THE CITY OF DUBLIN, OHIO; AUTHORIZING AND DIRECTING THE MANAGER AND FINANCE DIRECTOR TO EXECUTE A CONTRACT, AND DECLARING AN EMERGENCY WHEREAS, pursuant to required advertising, bids were received at 11:00 A.M. on Tuesday, September 27, 1988, for the Street Tree and Landscape Plantings; and WHEREAS, Council has determined that the bid of Site Improvement Company in the amount of $31,483.00 is the lowest/best bid. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the bid of Site Improvement Company for the Street Tree and Landscape Plantings project in accordance with specifica- tions on file in the office of the Parks and Recreation Director be, and hereby is, accepted. Section 2. That the Manager and Finance Director be, and they hereby are, authorized and directed to execute a contract with the said Site Improvement Company for the Street Tree and Landscape Plant- ings project. Section 3. That this Ordinance is declared to be an emergency measure necessary for the public peace, health and safety and for the further reason that said project needs to begin immediately, and therefore this Ordinance shall take effect and be in force immediately upon its passage. Hansley, City Manager~~ DATE: September 28, 1988 SUBJECTz Award of "Street Tree and Landscape Planting" contract Report initiated by Janet Jordan, Parks and Recreation Director and Sarah McClellan, Parks Horticulturist SUMMARY AND ACTION RECOMMENDED The Parks and Recreation Department combined four planting projects together under one contract. This was done to maximize efficiency by working with one contractor this fall. The projects were planned for the 1988 budget with some being from the C. I. P. budget and some from the operating budget. Two bids were received with the lowest being from Site Improvements Company. PROJECTS 1. Earlington Park perimeter plantings for screening. 69 Trees The project fulfills a condition of the Planning 74 Shrubs and Zoning Commission to buffer the residences on Brand Rd. that adjoin the northern park boundary. this does not include the interior landscaping and the barnyard area. 2. Summitview Road Water Tower Landscaping - This 22 project fulfills the City's landscape code. Evergreens Although the tower belongs to the City of Columbus they did not do any plantings in the fenced area. Columbus did contribute $2500.00 for a portion of the plantings. 3. Pebble Creek Retention Basin - This retention basin 18 Trees is in the Waterford Subdivision. The parks crew is working on cleaning and re-seeding the basin and the landscape plantings will be done under this contract. - . 4. Street Trees - The planting of street trees in new 55 Trees developments became effective as of 1981, and many streets don't presently have street trees. This year, as part of this contract, trees will be planted on Faulkner Way and Fitzgerald Way in the Hemingway subdivision. The street tree fund is also used to replace dead trees. Trees will be replaced in the Hemmingway, Earlington, and Indian Run Meadows subdivisions. CONCLUSION The advertised cost estimate for this contract wasl $39,955.00 Two Bids were receivedl 1) . Site Improvement Co. $31,483.00 2 ) . Reipenhoff $42,500.00 I recommend that Site Improvement Company be awarded the contract.
