RECORD OF ORDINANCES National Graphics Corp., COls., O. ~ Form No. 2806-A Ordinance No. ____?_?_-:-:.~~J_.t\n1ended) P assed_ ______________ _______________________________19__ AN ORDINANCE AUTHORIZING THE CITY MANAGER TO PURCHASE A REPLACEMENT TRAFFIC SIGNAL HEAD AND TRAFFIC SIGNAL CONTROLLER, AMENDING THE ANNUAL APPROPRIATIONS ORDINANCE, AND WAIVING FORMAL BIDDING AND ADVERTISING REQUIREMENTS WHEREAS, it is the desire of the City of Dublin to maintain a reliable system of traffic control devices; and WHEREAS, the City has redesigned the traffic control system at the inter- section of S.R. 161 and Riverside Drive; and WHEREAS, a real and present emergency now exists in connection with the operation of the traffic control system within Dublin in that the City has identified the immediate need for a northbound signal for eastbound traffic on S.R. 161 at its intersection with High Street (S .R. 745) and for an eastbound signal for southbound traffic on High Street (S. R. 745) to complete this project; and WHEREAS, to finalize this project the purchase of an additional replace- ment traffic signal head and traffic signal controller is required. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 6 Of the elected members concurring: Section 1. That the City Manager be, and hereby is, authorized to seek formal quotations for all equipment necessary to complete this project. Section 2. That the expenditure of funds for the purchase of this equip- ment is hereby authorized in an amount not to exceed $35,000.00. Section 3. That there be appropriated from the unappropriated balance in the GENERAL CAPITAL IMPROVEMENT FUND the sum of $35,000.00 to account D10-07-7A-2500 to pay the cost of purchasing this equipment. Section 4. That this Ordinance be, and hereby is, declared to be an emergency measure necessary for the preservation of the public peace, health and safety, and for further reason that this equipment is necessary to maintain a reliable system of traffic control devices and, therefore, formal bidding and advertising requirements are hereby waived pursuant to Section 735.05.01 of the Ohio REvised Code, and this Ordinance shall take effect and be in force immediately upon its passage. Hansley, City Manager I ~r.z..->2.~ ./.,.___ SUBJECT: Left-Turn Signal at Bridge/161 for Eastbound Tr~~c DATE: September 15, 1988 Summary and Action Recommended: Based on personal contacts with five members of City Council earlier this week, it became crystal clear that the majority of Council desires the immediate installation of a traffic signal which will permit exclusive left turns at the intersection of Bridge Street (S.R. 161) and High Street (S.R. 745) . This signal was not included in the recent bid which was let for restriping and signal changes at this intersection and also at the intersection of S.R. 161 and Riverside Drive (S .R. 257) . I recommend that you adopt the attached ordinance so that the desired work can be completed as soon as possible in that it would authorize the seeking of formal quotes as opposed to the more lengthy formal bid process. Issue: The issue that surfaced in the last few days was whether or not a new left turn lane signal at Bridge and High was authorized by City Council and was it included in the project as bid and constructed. Obviously, the secondary issue was if it was authorized why was it not included. Findings: I researched this issue by having Fran assemble all the minutes from meetings where this topic was discussed. The initial discussion started about a pedestrian crossing at Riverside Drive and S.R. 161 on September 21, 1987. On October 19, 1987 in response to a question from Mayor Close concerning left turns heading north on S.R. 745 off of S.R. 161, Mr. Willis reported that the funds for work at the intersection at U.S. 33 and S.R. 161 "will also include the Bridge Street/High Street intersection for a re-channelization of traffic and a review of the signal for a left turn signalization." On December 7, 1987, Mr. Willis reported that he had a plan in his office for the resignalization of both of these intersections. There was no discussion as to whether this plan included a new left turn lane. On May 16, 1988, Councilmember Maurer reported that she "had had a number of complaints about not being able to get through the traffic light at S.R. 745 west of the bridge, and asked MR. Willis when those signals would be changed". Mr. Willis said that he has the plans, the bid packet has been assembled for the advertising for replacing the two signals at the two intersections. On June 20, 1988 Council passed an ordinance awarding a bid for Bridge Street traffic improvements. Accordinq to the minutes Mr. Willis explained exactly what the improvements would be at those intersections. I have not yet reviewed the tape of that meeting, but will do so prior to your Monday night meeting. It was also discussed that the Safety Committee has not reviewed the plans for this project. In checking with Mr. Willis and Mr. Gary Wilcox, the traffic engineer that we contracted with for this project, it was their understanding that their obligation was to review both of these intersections and to design and implement various changes in signalization and lane markings which would best improve traffic flow in this area. They both feel that other than some very specific direction from Council conerning pedestrian movements at Riverside and S.R. 161, no other specific direction was given by motion of Council other than general discussions about the traffic problems in the area by individual members of Council. The record of the meetings seem to support this point of view; however, it was clear that Council was told on at least two occasions that new signals would be installed at Bridge and High. This was not done apparently because both the City Engineer and the consultant felt that the addition of a new left turn movement would have a major adverse effect on the Riverside and S.R. 161 intersection which was the prime intersection under study. Conclusion: After a review of the record in this matter, it is my conclusion the present . problem could have been avoided by City Council adopting a motion that clearly stated your desire to install a new left turn lane at Bridge and High. On the other hand, if staff would have furnished to Council, or to one of your committees a detailed plan showing exactly what work was planned, this problem would have been identified much sooner. Up until a few days ago my perception of Council's concern in this matter was one of the timeliness of design and construction of this improvement, and my effort has been directed toward pressing the engineering and maintenance staff to give this project a high priority. Mr. Willis is out of town on a scheduled vacation and therefore is unable to be at your Monday meeting. However, I have asked Gary Wilcox to be in attendance and to be prepared to offer any assistance you may need as you consider this legislation. If this legislation is adopted, we estimate the signal could be installed and be functional in approximately thirty days. TCH:fmu
