AN ORDINANCE AUTHORIZING A NEW POSITION (PLANNER) WITH- IN THE PLANNING DEPARTMENT, AND DECLARING AN EMERGENCY WHEREAS, the need exists for an additional Planner position within the Planning Department; and, WHEREAS, Council believes that said position is necessary for increased effectiveness and efficiency within the said Department; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That a new Planner position within the Planning Department is hereby authorized. Section 2. That an amendment to the appropriations will be submitted when the cost of wages and benefits has been determined. Section 3. That this Ordinance be, and hereby is, declared to be an emergency measure for the reason that this position needs to be filled as soon as possible in order to enhance efficiency and effectiveness within the Planning Department and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Harding, Personnel Director~ SUBJECT: New Planner Position within Planning Department DATE: July 28, 1988 Attached please find Ordinance No. 80-88 authorizing a new Planner position within the Planning Department. Accompanying Ordinance No. 80-88 is a memorandum of justification from Mr. Patrik Bowman, Planning Director. As Mr. Bowman's memorandum indicates, the creation of this position will allow for the proper delegation of day to day responsibilities so that the Department's work, outside of public meetings, can be accomplished within an eight hour day. Please note that Ordinance No. 80-88 has been introduced as emergency legisla- tion for the reason that the aforementioned position needs to be filled as soon as possible in order to enhance efficiency and effectiveness within the Planning Department. Bowman SUBJECT: Personnel Addition DATE: July 28, 1988 In consideration of the present work load, as well as future work program responsibilities, it is requested that a staff planner position be added to the present authorized personnel of the Planning Department. The immediate objective will be to properly delegate the current day to day responsibilities, so that our work outside of public meetings can be accomplished within an eight hour day. With the addition of one more planner, the Department will be sufficiently large enough to slightly reorganize to permit the delegation of supervisory responsibilities within functional areas. There are a number of work program items that have been pending for some time. Code revisions, driveway and curb cut regulations and various small area plans are programs that will be taken on if the zoning load were to diminish. The Department will again take a major role in preparing the 1989 capital improvement plan. A major department goal of 1989 will be the installation and operation of a computerized information base which may be used by all departments within the City for a variety of applications. PGB:fmu
